Purpose: The objective has been to assess the impact of the legislation on modernizing national administrative system. Method and Research Design: Data presented as the basis of analysis is gathered from archival documents and library materials Findings and conclusion: Reform in recruitment procedures the Qajar era; although the first national employment law in Iran didn’ t pass through until 1301 H (1922). The administrative system in Iran, despite the adoption of this law, was still dealing with chaos and old methods, such as bribing, buying positions, seeking proximity with political power and nepotism; were continued. The employment law, in second Pahlavi era, underwent some changes wherein it was tried to pave the way for entering the Experienced and competent employees into the administrative system, by determining the test as measure for employment, giving credit to education as a principle, and employing agencies to monitor the process; and thus play a decisive role in supplying the human resources for the administrative system.
