The present study aims at investigating the role of I.R.I in maintaining and presenting a suitable model. Senior commanders as well as university professors formed the statistical population of the study. Questionnaire, interview, conference, etc were the tools for gathering the required data.Independent variables of the study were: social crime and abnormality prevention. Supervising social order, citizenship right maintainance, social interaction with private institutions, and presenting social services.The findings show that I.R.I police play a significant role in maintaining social security.

Social capital for the police as a capacity and capability of the public cooperation in developing the public security and order has long attracted the attention of social science theory makers. In the present study, a theoretical model was made regarding the social capital as well as social harm theories. The statistical population of the study was formed by 587 people. Social in this study was operationalized through the three dimentions: Awareness, trust, and cooperation, crime rate was regarded as the index for public security.The findings of the study demonstrated that there is a coefficiency of .17 between police social capital and public security. Police trust and cooperation proved to have significant relationship with social security.

Since the police are involved in risky deisions, officers become subject to a wide range of investigations, complaints, and legal suits against them; when they fail to perform them or abuse their authority, the possibility of civil liability increases. Police may be responsible in the following cases: civil liability for police use of excessive force, police civil liability for failure to protect, police civil liability for negligent pursuits, police civil liability for failure to arrest intoxicated drivers, police civil liability for failure to prevent detainee suicide and the liability of traffic officers. This study tries to elaborate on the legal foundations for police civil liability and exemptions.

The police as a recognized organization in criminal system of any country are liable for first contacts of victims. Criminal law enforcement is not performed completely in all places and periods. The police forces try to enforce the criminal laws based on legislature views reagarding factors such as: facilities, equipments, dominant culture of police organizations and society, priorities of mission enforcement, priority of major issues to minor issues. But some internal and external organizational obstacles exist in the course of criminal law enforcement. This article has benefitted from document and descriptive-analytic method. Some related views and opinions based on new resources, were analyzed. Criminal law enforcement by police is one of complex processes of law enforcement in criminal justice systems that is affected by different factors and circumstances and may be performed in various forms. The findings of this research show that enforcement of all criminal laws cannot be done exactly based on the legislature’s views and demands, so the police forces can not perform the method of complete law enforcement in all situations and places.

The present study aims at studying the relationship between the Intra-organizational factors with the organizational culture of I.R.I police university students in order to pave the ground for policy making for I.R.I police and I.R.I police university senior managers.I.R.I police university commanders and senior students were the statistical  population of the study. This study examined the relationship between the variables of the leadership styles of the line commanders, training, and organizational structure in the university with the organizational culture. The differences of the viewpoints of the commanders and students in relation to the mentioned issues were also discussed. The findings of the study proved significant relationships.

The present study tries to investigate the relationship between neighborhood cooperation and sense of security in Mashhad rural areas. All the households residing as the neighbors of the rural areas of Mashhad formed the statistical population from which 85 neighborhood networks were selected as the statistical sample.The findings demonstrate that “sense of security” is significantly related to such variables as neighbor trust, approach to the physical environment, cooperation in the neighborhood affairs, level of literacy, working in the social associations of the neighborhood and the economic-social level of the neighborhood.

After the defeat of the policy of treatment of the delinquents, a new viewpoint was formed which covered all criminal policies. Such policy tries to lesson and control the risk of delinquency. Situational crime prevention in such an approach acts as the major criminological tool. This type of prevention has been developed along with the development of technology, especially information and communication technology. The present study aims at exploring the role of information and communication technology in crime risk management.The findings demonstrate that information and communication technology helps situational crime prevention and crime risk through indentifying risky situations, hardening crime targets, enhancing supervision and visibility and increasing the cost of commiting crime.
