As stipulated in Ports & Maritime Organization Code of Practice ratified in 1969, one of the P.M.O patent responsibilities is membership in related international ports and maritime organizations and participation in related conferences & associations.Indubitably, including such a mission in the regulation arise from the international nature of shipping activities, import and export of cargo as well as ship & port interaction.On the other hand the legislators desire a strong and effective membership and participation in order to protect the country national advantages.In the light of such responsibility, Ports & Maritime Organization as the representative of Islamic Republic of Iran government is a member to several regional and international organizations including, IMO, IHO, IAPH and ROPME and taking part in their meetings and conferences.Among others, International Maritime Organization is the most significant one. According to IMO convention which was ratified in 1948, IMO founded in 1958 with its secretariat based in London. Islamic Republic of Iran was one of the leading members of IMO, Joining it in 1958. Currently 168 countries are member to IMO, and over 70 international and regional organizations including governmental and non-governmental organizations cooperate with IMO. IMO main responsibility as the specialized agency of the United Nations is to protect and improve maritime safety and security, to protect marine environment and prevent air pollution caused by shipping activities and finally to improve shipping productivity.IMO attempts in 50 years of serving the development of maritime industry become evident in ratifying several conventions, protocols, resolutions, guidelines, and recommendations. Regarding the above, no development would ever occur without setting goals and planning to achieve it.Fortunately, Ports and Maritime Organization, keeping pace with latest technical & technological progress has taken effective steps in making policies and development planning specially in the recent decade; however the progress has been slow in some aspect for some reasons. In this article, one of these aspects which is the interaction with International Maritime Organization is considered and the necessity of making policies and planning in order to improve Iran position and to actively and effectively participate in technical and specialized negotiations in IMO is emphasized.
