Abstract: 

The objective of HSE strategic program is to provide managers with an approach by which they can manage HSE issues in an objective framework. Undoubtedly, this is one of the most effective actions that has took place in order to systematically fulfill the HSE objectives which are in relation with organization macro-objectives and increase the reliability of the organization for participating in international activities. This research is based on the Fred R. David, Pears, and Robinson methodology. Using this methodology and by making it native -according to organization features and HSE program, this research prepares a 7 levels model for establishing HSE strategies. Using strategic management in the HSE area, a new knowledge has been produced. This research has combined these two professional areas for the first time. Because of its novelty, it is necessary to establish specific models for this area. This research also has established a matrix for HSE strategy which determines the HSE position of the organization. This research provides a scientific approach for ports and maritime organizations as well as other organizations.

Abstract: 

Shahid Rajaiee Port is one of the most important trade gates and economic centers of Islamic Republic of Iran. A considerable volume of imports, exports, transit, and transshipment is handled through this port. During the last decade, many investments and national efforts have been done to develop this port and to make it a central port in Persian Gulf. However, because of in harmony of the traffic system developments and its own developments, Shahid Rajaiee Port becomes one of the main centers of port services. With regard to increasing growth of the capacity and throughput of Shahid Rajaiee Port in the next 5 years, aggregation of traffic centers, and trends in Iran transportation industry, traffic situation of this port will become critical, if necessary actions and improvements does not took place. Due to the importance of the traffic of this port for Iran economy, this article tries to assess the causes of traffic challenges as well as the methods can be used to deal with them. This article also can be considered as an introduction for systemizing the studies on traffic management in Shahid Rajaiee Port.

Abstract: 

Planning system of Iran -dates back to more than 50 years ago- has experienced many changes. This situation has changed according to the needs and expectations of the executive system of Iran. It has resulted in various approaches in Iran planning system. However, in harmony of planning-related approaches in transportation subsystems and deficiencies of them has made it necessary to establish a comprehensive planning system for development of Iran transportation sector. Therefore, Iran Ministry of Roads and Transportation has started comprehensive transportation studies of Iran to provide a comprehensive and scheduled program for development of Iran transportation subsystems in a twenty-year outlook. Now, with regard to the models which are prepared for this comprehensive plan, it is possible to analyze the various corridors of Iran transportation network -these models are specific to Iran and are also the most important outcome of this master plan. So, this comprehensive plan could be used as a Decision-making Support System (DSS) to decide about how develop the subsystems. This article tries to use principles of this comprehensive plan as well as the results of analyzing it to predict the situation of Chabahar corridor -Sarakhs- in 1409.

Abstract: 

Using dry ports in hinterlands is one of the methods to decrease the pressures results from the necessity of developing physical spaces in coastal terminals. Dry or inland ports are combined internal terminals which are used by some countries to deal with space limitations. These dry ports often have direct rail connections with two or more seaports. Dry ports could provide most of seaport services. A dry/inland port can be very effective just if all activities and services related to container processing, scheduling, stacking, and transporting be automated. In this research, a functional framework is suggested to "feasibility study of establishing dry ports in hinterlands and providing a system for transporting the containers between the ports and dry ports". As a case study, the hinterland of Shahid Rajaiee Port -the most important container port of Iran with 2 millions TEU in 2008- is analyzed using this framework. Results of modeling with ED software reveal that ACTIPOT could be considered as a proper approach to stable the competitiveness and increase the capacity of Shahid Rajaiee Port.

Abstract: 

The most important objective of a container terminal is to increase the efficiency and to decrease the turnaround time. Turnaround time depends on the optimal allocation and scheduling of terminal resources including berths, trucks, cranes, and yards. Therefore, optimal allocation and scheduling of the terminal resources could be considered as one of the most effective methods to increase the efficiency. Berths are the most important resources of the container ports, because their construction is more costly than all other cost items. Therefore, optimal use of berths is a key factor for increasing the efficiency of container terminals. The objective of optimal allocation of berths is to reduce the container processing costs in the ports. This index is a proper one for measuring the effectivity and efficiency of container terminals. This article tries to analyze the berth allocation as a model for minimizing servicing time to ships. The most important limitation of this study is the non-equality of ship processing time in various berthing points. This time variation depends on the distance between the berthing points and stacking areas in the yard.
