Abstract: 

Context and objective: Due to the unavoidable role of new knowledge in survival and growth of organization, sometimes the created knowledge becomes very important than the available knowledge. The objective of this study is to design a new police knowledge production model in IRI Police Force.Methodology: The method of this study is exploratory mixed design. The statistical population of this study consists of experts and members of academic board and police experts. The sampling group including 176 persons has been selected through simple random method by means of Cochrane’s sample size determination formula. To collect the data, a questionnaire that the reliability and validity thereof was certified, distributed among them and after collection were analyzed by means of factorial analysis and correlation.Findings and Conclusion: The summary of results indicates that a significant and direct relationship exists between enablers’ technology, knowledge management processes and knowledge management facilitators, and new knowledge production. The innovation of extant study is investigation of knowledge management enablers and facilitators effectiveness mode on knowledge management processes and new police knowledge production.

Abstract: 

Context and objective: In the modern perturbed business, the success of organizations is dependent to orientation of all organization departments in line with its strategic path. In such an environment that the most of organizations’ investments are deposited on the information technology and information systems, the organizations in order to achieve their strategic goals have no option but use of information technology as a strategic resource and so the concept of information technology and business strategies alignment (strategic alignment) are signified.The strategic alignment refers to applying the information technology timely and appropriately and in balance with business strategies, goals and requirements. The studies applied on strategic alignment demonstrate the positive and effective relationship between competitive strategies, information technology and organizational performance. The managers who succeed to establish business and information technology businesses alignment in their organizations emphasize on establishment of integration for organizations survival and success as a necessary factor. This paper investigates the effect of alignment on business performance in accordance with Miles & Snow classification (organizations adopting defensive strategy, organizations adopting analytical strategy and organizations adopting predicting strategy).Methodology: The procedure of the extant paper is descriptive-survey and is applied with respect to the objective.Findings: Alignment or synergy between business strategies and information system strategies clearly is in connection with the effectiveness and performance of organizations. The organizations that don’t focus on long-term activities, in the event of making great investments in information systems designed for long-term predictions, have not used their resources appropriately.Conclusion: In this study, it is concluded that the organizations that better alignment and more synergy exists between its business strategies and information system strategies.

Abstract: 

Context and objective: Smuggling the forest woods and violations of forest habitants are assumed as the complicated problems of natural resources in Iran. These violations are occurred in the specified time and places. Through collecting these information and by means of geographical information system (GIS), the offence centers may be specified in each one of forestry projects and by compilation of project and preventive patrol by police force, forest guard and guarder may provide more conservation of this natural heritage.Methodology: By means of a data collection network 150x200m and systematic random method, the forest was tested. The geographic length and width of all spots therein forest habitant and smugglers’ violations observed as wood smuggling, branch cutting, cutting and unauthorized grazing of livestock were recorded in GPS and data collection forms of Forests Organization. Then, aiding GIS, a separate map was drafted for each case of violation.Methodology: According to the maps, it was concluded that the wood smuggling centers, branch cutting, cutting and livestock grazing have been occurred respectively only in 24, 15, 21 and 48% of the whole forest area and in other sports no offence is committed.Conclusion: Upon drafting the offence centers by GIS and specifying their commitmenttime, the preventive patrol plan was compiled for forestry project management, in the event of running this program, the probability of crime detection will be increased.

Abstract: 

Context and objective: The broad land of Iran was ever involved in natural disasters and fore of nature due to locating in Alp and Himalaya seismic belt, geographical situation etc. and 31 natural disasters are occurred therein. On the other side, military and police forces may play an effective role because of utilizing the most advanced technologies and systems due to the great organizational volume and permanent preparedness for quick reaction against the threats and maintaining the security at the time of natural crises occurrence. This research has been applied with the purpose of studying the role and position of police in natural crises management (approach to white crisis of Gilan) and identifying and achieving the police performance in the above crisis management.Methodology: As respect to the objective, this study is applied and its methodology is descriptive-analytical survey. The data has been collected through performing documental and library studied as well as field studies. The statistical population has been selected by means of multistage cluster sampling, the number of which according to Cochrane formula equaled to 242 persons, but in this study, 300 persons were selected. The reliability coefficient of tools (questionnaire) was obtained by means of Cronbach’s alpha coefficient equal to 0.7. The data was analyzed by SPSS software, gamma test, Spearman coefficient and single-variable analysis of variance.Findings: According to the findings of this study, the police due to being provided by legal documentations and its task and mission may have a great role in natural crises management. Ultimately, it was concluded that as the viewpoint of aiding and involved organizations, the performance of Gilan province’s police commander in management of heavy snowing crisis of Gilan (Feb.2005) was satisfactory in general, and the hypotheses were accepted.Conclusion: The summary of results indicates that a significant relationship exists between disciplinary styles of police confronting the natural crises (snow crisis occurred in Gilan, 2005). Hereby, the police commanders may apply the best disciplinary methods and styles as soon as possible and efficiently at the time of natural disasters occurrence with the prior preparation.

Abstract: 

Context and objective: The human is considered as the essential component in the organization and the managers benefitting from management knowledge and identification of human as a complex element in the organization intend to survive the organization and promote it. This study is seeking to strategic approach of human resources management and its functions in prevention police dept and attempts, after raising the strategic human resources management in prevention police, to achieve the human resources subsystems and so attains a consistency between human resources policies and organization strategies. Considering the human resources management in knowledge age and knowledge employees, choice between annihilation and survival is unavoidable, thus human resources strategy in this context is very important and its increasing importance provided new approaches in the path of attraction, protection, training and promotion of qualitative level of human resources. The importance of this subject in prevention police that is a specialized police and its performance is observed clearly in the society is revealed. Therefore, the context of this study includes human resources of prevention police and the researcher intends to respond the research problem “identification of prevention police’s human resources admission process strategies”.Methodology: With regard to the objective, this study is applied and its methodology is descriptive survey. In this study, upon precise examination of admission process of human resources management system in prevention police and using SWOT and PEST analysis, the internal weak and strength points as well as the external opportunities and threats were identified and the appropriate strategy was presented.Findings: The summary of external factors evaluation (EFE) and internal factors evaluation (IFE) in this study includes 5 stages of operation as follows: 1- The external and internal factors were identified and listed by the respondents; 2- Each one of factors was weighted according to the opinion of prevention police experts (the coefficient is determined by means of delphi method); 3- In the external factors, the grade of threats is 1 and 2, and the opportunities 3 and 4 (grade 1: very essential threat, grade 2: essential threat) (grade 3: good opportunity, grade 4: excellent opportunity) and in internal factors the weaknesses grade is 1 and 2, and the strengths grade is 3 and 4 (grade 1: essential weakness, grade 2: low weakness) (grade 3: strength, grade 4: high strength); 4- the coefficient of each factor was obtained in multiplication grade of final score.5- the coefficient of each factor was obtained in multiplication grade of final score.Conclusion: At the final chapter, the appropriate strategies have been presented according to the extracted strategies by means of SWOT technique proportional to four admission functions (subsystems) (recruitment, employment, election and admission and justification trainings).

Abstract: 

Context and objective: Assessment of the quality of police forces services is difficult due to the nature of customers, decision makers and environmental complexity that the police forces experience. In this study, the quality level of disciplinary services of Booshehr police stations has been investigated as the viewpoint of these services users (people) by means of Servqual model and upon identification of gaps existing for offering the appropriate services, some recommendations have been presented for removal of these gaps.Methodology: As respect to the objective, this study is applied, as respect to the variables controlling rate is descriptive and as respect to the procedure is survey. To collect the data, service quality assessment scale was used according to the standard elements of Servqual model and two added factors of Cho (2010) have used for applying this scale for police services. In order to provide the required sample and sample sufficiency for further extendibility of results, 1000 scales have beenfilled and used in analysis.In this study, to test the reliability of scale and studied structures, internal adaption and alpha index of Cronbach and to test the validity of studied structures, in addition to using the ideas of experts and scholars, factorial analysis were used and to test the hypotheses and essential questions, t test statistic (testing the difference between mean values in the paired student t test) were used.Findings: The summary of statistical analysis of significance between mean perceptions and peoples’ expectations for seven aspects of quality of services by means of t test of paired samples, it was cleared that a significant difference exists between peoples’ perceptions and expectations of tangible characteristics of quality of services, the reliability of quality of services, interest and enthusiasm to respond, guarantee and validity of quality of services, empathy of quality of services, local and temporal fulfillment and legitimacy of quality of services.Conclusion: Whereas assessment of quality of services is applied for thefirst time in the public sector generally and particularly in the police stations by means of balanced index of Servqual based on two legitimacy and immediate local and temporal actions for localizing and applying in Iran. This study may open new windows for applying further researches.

Abstract: 

Context and objective: The objective of this study is to develop a model for assessment of police stations chief’s performance. Applying the new approaches such as knowledge-orientation and society-orientation in the police activities requires more revising of performance assessment model. In this study, considering the importance of police station chiefs, assessment of performance of this level of managers has been studied. For this purpose, an initial and relatively integrated model of performance aspects, elements and indices based on observations and studies of researcher has been suggested.Methodology: Two questionnaires were designed for validation of model. The first questionnaire was distributed for validation of aspects and elements among 24 persons and the second questionnaire for validation of indices among 186 staff experts and police commanders. The data was analyzed by means of t-test and paired student t test.Findings and Conclusion: The summary of results indicates that the aspects, elements and indices of model have been certified by the experts. Also, the status quo of inappropriate indices and importance of all aspects, elements and indices is high. According to the results, among the elements, human-orientation has lower significance. However, care index in human-orientation element has relatively high importance. As well as, in knowledge-orientation element, the indices related to awareness and informing have higher significance than learning and innovation. Among the indices of performance results, quality of services, peoples’ trust to the police and internal communications have lower significance than the other indices. In general, all elements and indices are significant and in the status quo, only value-orientation element is paid attention adequately.
