Introduction and purpose: In recent decades, organizing analysis of Damaged Area rural zones due to utilization of internal capacities in development planning has been the subject of scientific and practical studies and the key stage of restoration of this old rural Damaged Area is formulation the procedure and taking appropriate approach in renovation and restoration. This research purpose is examined and study about necessity of formulate of appropriate model for renovation and restoration of worn and old rural areas to achieve sustainable development.Methodology: In this research for making intervention pattern and approach at rural Damaged Area and old zones border, after analyzing and recognizing present situation of case study limited area by using of Cochran formula 324 questionnaire was filled and The analysis was performed through the SWOT matrix, position of the limited area at Internal and external matrix is determined.Conclusion: Data analysis showed that the case study limited area was in competitive situations at nine box matrix. Then a set of criteria and indicators Evaluated with Delphi technique and participatory mass building achieved the highest score.

Assembling of a plenary program in housing portion, requires complete cognition and deep analysis of broad dimensions of housing and it’s effective factors. But here, the most crucial tools for programming that makes it’s main foundation is using of housing indexes that could be the most sensitive step of programming. functional indexes of housing in one side are cognition tools for housing situations in diverse quantitative and qualitative dimensions and in other side are a key tools for illustrating the outlook of the housing’s future and programming for it. By doing researches and important projects about cognition and analysis of functional indexes of the housing, it is feasible to increase the performance of housing programs saliently. In this paper, we tried to analyze the structure and evolutions of the housing market and it’s effective factors by investigation on the economical- functional indexes of the housing portion in urban parts at province of “Lorestan”, in the level of province with the vision of housing as a economical part. The final purpose of this research is providing a basis and preliminary for forecasting the future of the housing and residency environment in the province and we hope that it provide the conditions of raise of the programs of the housing and urban development in the province.In this research we proceed to explain the cause and caused relation and investigation of functional indexes of housing with considering the cause of the variations of these indexes. For the sake of getting these goals, we proceed to analyzing the economical indexes such as investment of private part on providing of the housing of province and interference of government, investigation of the price of land and housing and estimation of housing’s cost by using the Ginny multiplier, estimation of effective request pattern of the housing in one tenths of income, estimation of the index of the access of income groups, and estimation of the family’s pattern of the function of costs defining the housing’s place in the basket of family’s budget.According to studies done reviews housing indicators (economic-performance indicators), is one of the tools identify housing features (in terms of case study). This main tool in the discussion of housing make suitable context for provide the housing policy and planning, evaluation results planning, system development, the correct habitat provides and the analytical framework.

Therefore, in developing comprehensive urban planning and development, selection of suitable sites for equipment, construction of a sewage treatment plant with regard to sustainable urban development criteria, constraints and environmental standards seems essential.Most of organization that have to deal with this kind of non-scientific methods is used his delegated to blur the role of decision- making and consequently the programs. This study selected a suitable location (the optimal decision) for the construction of a sewage treatment plant with approach of quantitative models compared with nonscientific methods.in view of the nature and terms of the average basic data about the dominance model is selected.Method: This is an applied research in terms of purpose and approach quasi experimental design approach. Introduction and research objectives: Crisis management has many aspects, which include the need to use the new advances and technologies for collection of correct information and for appropriate and timely response to crisis creating processes.Industrial automation is the means of realizing this goal and the most comprehensive forms of these systems, which have been designed with a holistic approach to management of systems in operation during crisis and emergencies are the SCADA systems. This article has been written with the objective of reviewing the effectiveness level of SCADA systems in the crisis management of urban water and wastewater companies (case study of Alborz Provincial Water and Wastewater Company), to be able to analyze their role and impact on crisis management by monitoring the condition of installations in operation circuit equipped with SCADA as compared to those devoid of such systems.Methodology: The methodology in this research is descriptive and post event approach. The reason for this view is that given the financial weaknesses of the urban water and wastewater companies, the high costs of installing the SCADA system and the lack of proper planning (for setting up or completing the ongoing SCADA projects Findings: The results of this study demonstrate the effectiveness of SCADA system on pre and during crisis management as well as the comprehensive crisis management of the Alborz Water and Wastewater Company, while it has no impact on the post crisis management of the Company.Conclusion: Based on the research findings and the data analysis conducted, among the three stages of pre, during and post crisis management, the SCADA system leaves its greatest impact before and during the crisis. As prevention is always better than cure and since in this project in parallel to confirming the effectiveness of SCADA system in managing the crisis during its occurrence has been demonstrated, the use of such control systems appears to be an undeniable necessity, which ought to be included in the agenda of every water and wastewater company in the country.

Research objective: This paper examines the effective indicators on citizenship identity and promotion strategies that will be discussed in Tehran. The most important follow – up question is how the role of (Social, individual and collective) identity, trust to Authority, a sense of belonging and the common origin of duties of citizens be effective in promoting citizenship? And what are their strategies.To achieve these goals, concept of citizenship identity, ideas and theories of different thinkers of Iran and over the word has been studied and expressed.Methods: This research is based on four hypothesis through Descriptive – Analytical method and questionnaire technique, sample size to 384 citizens of 3 municipal district of Tehran is done.Results: Women vs. men aim the common origin of duties of citizens more important (50% vs.44.8 %).A sense of belonging among women is more than men (50% women vs.46.5 % men). But the trust to authority among men is more than women (31.8% vs. 25.3%). Also the expression of individual and collective identity among men is higher than women (28.7% vs.27.2%).Conclusion: Average of (Social, individual and collective) identity, trust to authority, a sense of belonging and the common origin of duties of citizens among men and women are same. Also among Master Degree group, trust is more important than Associate Degree group. A sense of belonging is more among Diploma Degree group than Bachelor Degree group. All ages group are same in a sense of belonging. Trust to authority is more important than sense of belonging and it is more important than the common origin of duties of citizens.

Purpose and aim: One of the important fundamental factors in consistent development and solidarity in social-cultural orders of every country would be the amount of citizen satisfaction, mirth and prosperity. If we consider the society as a live body, inspecting all live signals would be equal to inspecting society criteria. So inspecting and measuring all crucial signals in beneficial ways along with inspecting progress procedures would be of great importance. The most deserving governments are the ones who use mid or long-term programs to identify effective criteria, while manage them towards improvements.This paper explores to clarify the role of urban management in criteria improvements and its role to change current condition towards an ideal one.Method: At first a practical native model was designed based on some cultural aspects such as social capacity, security, tranquility, authority, happiness etc. then questionnaire forms distributed among members of statistical society to inspect the role of urban management in promoting multiple criteria. At last the results were analyzed.Results: After analysis the hypothesis and related data it was clear that there is a meaningful relation between urban management and most inspected criteria. Urban management has also the necessary capacity to promote them. General details of all criteria related to statistical society have shown into different charts and drawings.This investigation bearing the municipal strategic goals in the year 1390 offered some suggestions to promote social satisfaction along with cultural-social priorities. Those suggestions would be useful and reliable in all levels of urban management.
