Abstract: 

Researches have indicated that different types of accidents such as events, natural disasters and incidents resulting from human factors are always existed in human life. Normal and abnormal occurrence of unexpected accidents, political issues and similar items may lead to a crisis in community. Therefore, Crisis Management is discussed as one of the most important scientific-practical issues which nowadays different countries, especially developed and developing ones has been disposed to it. In many developed and developing countries, there are centers for establishment of Crisis Management activities called CMC which all stages and processes of CM take place there. Success and sustainability of these centers depends on creating and changing attitude of authorities of CM so that this issue shouldn’t merely place in short term and operational plans but it must be considered with a wider rang.The main elements of a successful crisis management can be trained & efficient manpower, accurate and reliable information system and equipment and efficient logistics system to implement an extensive and coherent operation.Due to these issues, it is important to determine overall system for logistics management during crisis. This article not only present definition for crisis, CM and logistics but also evaluate the role and significance of Logistics in CM. Than after presenting various aspects, basic strategies have been provided for creating a logistics system in crisis.

Abstract: 

Standardization is the process of essential education for promotion of organizations’ performance especially Higher Education. One of the methods of optimization of education and human resource management is applying indicators that evaluate education process from the beginning to the end and determine the effectiveness. Educational standard of ISO10015 is one of them. Method of this article is library research which evaluate resources and documentaries, introduce educational standard of ISO10015 and its comparison to the other patterns in education standardization. And at the end, there are some recommendations for effective use of ISO10015 in Police University.

Abstract: 

Recognizing trust of individuals, groups and organizations’ interaction is very important. Subject of trust comprise individuals, groups and organizations. The method of this research is content analysis and evaluate concept of trust in views of experts, than divide and modeling texts and ideas of Professor M. Motahari based on four relations of human with God, society, himself and nature and finally investigate management application of this subject.The results indicate that theme of social trust (increasing and decreasing factors) is applied more than any other themes and self-confidence themes are used less than others.In viewpoint of Mr. Motahari, faith is the only underlying factor of trust.Factors that can increase trust are: trustworthy, honesty, loyalty to promise and responsibility.Factors such as lying, backbiting, deceiving, scandaling and nonconformity of speech with behavior will decrease trust.

Abstract: 

In recent years, new face of power emerged in interactions between countries, which invaded thought of community. Given that the main place of soft war in the country is university, the role of instructors and students, respectively as war commanders and young officers is very important.This article attempts to evaluate high position of culture as one of the resources and soft power tools that in subsequent decade of end of cold war, was the center of attention of dominant actors and by using the most advanced tools imposed their power and intension to other with different psychological warfare.University instructors can transfer good perception of the situation to students and introduce reliance on intuition, faith and religious piety, protection of essence of faith and intellectual and spiritual foundations from requirements of dealing with the enemy. In this regard, to inactive the cultural and soft attack, God asks us to retaliate in the same way of intellectual and cultural practices and reinforce healthy thoughts in the mind of society.

Abstract: 

Internal organizational factors affective on budgeting such as education training, profosionality and equipment can be factors of planning, operational budgeting control and minimizing its problems.This article attempts to identify and evaluate affective factors of operational budgeting in Police University by using education training pattern, profosionality and equipment and present improvement strategies for operational budgeting in universities.In this regard, 120 senior officer of Police University have been selected randomly.The method of this research is descriptive-analytical and questionnaires are used for collecting information. The results indicate that education training and profosionality on operational budgeting are affective; their influence is more than average and equipment of university operational budgeting is in average level, so there is significant relationship between factors and determined components.At the end, some recommendations have been presented for introduced factors becoming operational according to the results.

Abstract: 

Comprehensive information systems were established to desired implementation of missions and police services of intelligence services, according to the needs to update, fast and accurate information and besides possibility of storage, retrieval and utilization of new information. The basis of this research were founded with the objective of making priority of affective factors on appropriate management of information systems and in addition to express the introduction, the essence and importance of the research was explained. The research hypothesis was expressed by relying on theoretical principles in different departments such as Islamic Republic of Iran Police, Information Technology and Systems, Information Technology Knowledge, Organizational Culture, Information Security, Hardware and Software from viewpoints of experts and available resources. This is an applied research with descriptive and survey nature. Statistical population of this research, which are 190 people, are composed of experts, specialist of information and communication technology and also commanders and deputy managers of Islamic Republic of Iran Police on 2011. Sample volume was determined 127 people by Kukran Formula. Tools for collecting information of main and sub hypothesis are questionnaires which were adjusted according to Likret Spectrum. It was completed, distributed and collected in 2 stages (experimental and final) and its reliability and validity was confirmed by a=0.908.Descriptive and inferential method was applied by SPSS software to analysis the hypothesis of required tests and affective factors of appropriate management of Information Systems of Islamic Republic of Iran Police are respectively Information Security, Hardware Equipment, Organizational Culture, Software Programs and Information Knowledge of Managers.Consequently, by considering the priority of the affective factors, requisite of integration of systems and their prevention from separation for appropriate management was mentioned.

Abstract: 

Given that different factors can be effective on personnel performance, this research has been performed to investigate the effect of organizational structure of performance improvement and determination of appropriate structure from being organic and mechanical. Statistical population of this research is composed of personnel of education deputy of Police University. This is an applied research with descriptive and survey method. Library studies and investigation documents were applied to evaluate background and review of literature and questioner was used as collective tool for information. To describe variables, descriptive statistics and to analysis hypothesis, mean was used. The results indicate that effect of organizational structure was on performance improvement and to evaluate types of appropriate structure, 4sub hypothesis was proposed. After extracting means and putting them on expressed continuum by Berenz and Staker all the hypothesis were confirmed but since the mean of organic structure was higher, it can be concluded that organic structure has higher affect on improvement of performance.
