Driver’s behavior in urban and rural roads reveals the driving culture of drivers of the region for a unfamiliar and out of side viewer. Human factor in occurring crash is important factors among four factors such as; human, road, vehicle and environment. This research is based on the human factor. The number of 483 questionnaire has been completed from the west of mazandaran to the east of Guilan. The parameters such as; age, gender and profession for the installed signs in way of drivers are not important. In other side, the important variables are the driver educational levels and marital status that are changing capability in comparing to another on degree of attention when driving in streets and urban routes.

Driving Permits Such as different types of driving certification are considered as a important and effective factor in transportation process. And, in fact legitimate starting of driving activity is by mentioned Permits. The accurate study of the role and share of these driving Permits on accidents and hazards can provide necessary decisions by related officials and government. This study examines descriptively the role of different driving Permits on damaging, injury and fatal accident at five years by using of available documents on diffent centers of traffice Police. The results of this study represents that B1 driving certificate holder with legal restrications and rarely presentation among others, have the most important role on injury and fatal hazards and also some reasons such as crossing traffic red light, moving contrary to right direction and crossing forbidden area among culpable drivers of motorcycle certificate holder are 2/5, 10, 5/5 more than other driving Permits.

There are lots of factors and parameters which are related to road accidents. Some of them have geographical features that are in time and place fences and others are descriptive information of accident. Communicating between this information and using them for reducing road fatalities need a intelligent management system that play effective instrumental role in traffic management and planning. As a result, in this applicable study, administrative levels and suggested designing system as a intelligent system of management and road accidents and violations publicity are presented.

Road traffic volume which is the number of vehicle travelling from specified place of road at specified time which is the determining factor of available network that using demand and future infra-structure of countries, s road and their available facilities. The main objective of this article is identifying and predicting road travelling by using artificial nervous network. Used network is for problem modeling by multi-layer perceptron nervous network. Another application of it is reconstructing not collected information of travelling counting sets with using pervious data and new data.

Accident and human fatalities are unpleasant part of unbalanced development of transportation technology and the important cause of death in Iran. The total driving fatalities in 2010 was 22974 which had been reduced 107% as to previous year and the total number of fatalities in rural areas was 13556 in 2010 which had been reduced 301% as to previous year. According to high fatal traffic accident and the importance of accident-prone places, in this article was attempted to study Tehran-Rudehen 50Km route as an example until the hazard cause and accident prone places to be examined And by study of the accident prone organization procedures, the role of each effective factors to be determined and necessary solution to be taken.

Multiple Causation Theory expresses the different factors can be effective in accident. Each cause is itself the result of some other causes and interaction of these factors can cause an accidents. The interactions of factors in the black spot are most common. The high number of accidents that have occurred at the bridge is considered as a black spots area. Due to inappropriate and nonalignment of geometric design of road with bridge, bridges are black spot. So considering second factors to make safety such as signs, guardrails, to reduce the risk factors and its consequences is inevitable. An accident occurred at the bridge in the road of Shiraz - Kazroon and a bus was overturned and 14 people were killed. In this paper the factors that led to the accident, has been studied. Studying the occurrence of such events is important because these events can be repeated in different forms in different situations and led to horrible consequences. So considering to risk is inevitable. If one or more factors can be removed, Combination of factors may prevent and reduce the formation of the next event. If one factors causes the accident to be removed or eliminated, prevention of accidents or reduction the consequences will be provided.
