This paper analyzes the partial productivity of Iran National Railways (INR). Partial productivity is defined as the ratio of output (i.e. unit of transportation) and the input factors such as road lines, employees, fuel, locomotive, freight wagons, and passenger stations. Using 30 years of INR’s data, the affect of different input factors on the partial productivity is investigated. The results show INR consummed some extra inputs such as freight wagons due to inappropriate usage of resources combinations.The paper also investigates the performance of INR, using Capdoglas production functions. Then, regarding sound combinations of resources, some practical suggestions are derived.
