Abstract: 

The emergence of the term of aesthetics in the late eighteenth century was neutral in the sense of pleasure. Since the mid-nineteenth century with Hegel's theory on the “End of Art” and the emergence of ideology and modern art, the relation between elegance and politics has come to be substantial. This relation also in the first half of the twentieth century in the totalitarian communism and fascist regimes was considerable. In this paper, the fundamental question is how the idea of ​​aesthetic in the politics solidifies the legitimacy and strength of the government. This article tries to review the mechanisms of aesthetics in Fascism that only serves as a control technique by eliminating the solipsism of culture and art theory. In order to ascertain the hypothesis of some elements of fascist aesthetics such as praising the state, aesthetic refinement of violence and technology will be discussed. Research findings show that the objective phenomenon has aided the aesthetic refinement of state power, the strengthening of war and violence, and the support of speed and technology to meet the goals of totality government. In this Paper, we used the theoretical framework of critical aesthetics and the article has been written in descriptive-analytic style.

Abstract: 

The main aim of this paper is the study of Islamic State of Iraq and Syria (ISIS) from the perspective of the concepts of international relations. As the one of the important actors in the international politics, ISIS needs to be paid attention from different points and we do it in this paper. We attempt to study ISIS from the view of the concepts such as actor, security, power, identity, ontological security and globalization. For this aim in the first part of this paper we study the concept of state in the international law and we will conclude that we cannot consider ISIS as a state. So it is in governmental actor. Then we study ISIS as a social movement and an anti system movement. In the second part of this paper we study the concept of power in ISIS from the perspective of discursive power and coercive power. In the third part of this paper we study the concept of ontological security in ISIS and finally we study the concept of globalization and its relation to ISIS. The main question in this paper is how we understand ISIS from the perspective of concepts in international relations. We will conclude if the international society wants to deter ISIS, it should understand the relation between ISIS and concepts in international relations.

Abstract: 

The political analysis of contemporary Iran indicates that cognition of history of Governmentality transition (rational mentality of the State), has serious impact on mentality of social forces towards government. Iranian constitutional revolution had created first doubts about monarchical state and took traditional images about it under question. However, social and political disorders and anarchies at the period of post-constitutional revolution, reformed “governance crisis”, bounded will of transition in governmental rationality and moving to new governmental rationality. This new governmental rationality, reinforced situation for reappearance of totalitarian structure in Reza Shah discipline. Consequently, a new mentalities of monarchy had been affected clergy image and convinced them to adhere sympathetically for revival of absolute government as well as their sympathy for liberty and law in the years of constitutional revolution. Therefore, Iran social and political changes could be modeled in Graph of Sine which is full of willingness to change or acceptance of the authoritarian state. Main question of the article is that: what evolutions clergy mentality has experienced toward Monarchy, as the legitimate state, at the period of post-constitutional revolution. The main hypothesis, in the framework of Foucault concept of “Govern mentality”, is that clergy mentality of Monarchy legitimacy has been experienced three phases: adherence, criticism, and finally opposition. Accordingly, main goal of the article is to discover transition of clergy mentality of Monarchy, from post-constitutional revolution to Islamic Revolution.

Abstract: 

 War and peace is one of the most important challenges of states and nations. Peace compare to war, has an unclear and inexpressive concept requiring to be clarified. Modern state theory explaining the peace in context of politics and international relations alleges: peace is a product of sovereignty of one or more states backed by military power and its resulting terror. This simple and widespread theory has become a dominant paradigm in peace discussions in politics and international relations of 20th century. This article, however, alleges that modern theory of peace not only lacks historical backgrounds but also is the contrary to them. Based on that, the question is that: is peace an order and stability established by states in region or has some reality of more developing and deeper? We will argue that peace, in fact, is the ability of the society to make compatible the regions surrounding it through developing cultural unconsciousness. It is the classical approach to peace that contrast to modern theory of peace. What the approach leads to is that peace is a functional characteristic of states but of societies, peace is not unilateralism but bilateral interaction, peace shall not obtain through exercising the power but it arises from freedom and self-inducement. Iran is among these historical societies that had a peaceful relationship based on a classical approach with its communities throughout history and hence it is recommended for foreign policy to base upon classical approach to peace.

Abstract: 

Different spheres of human life as a result of the emergence and spread of the phenomenon of "Internet" has changed. "E-government" covers all platforms and applications of ICT that services citizens, businesses, other government agencies and civil servants. In this study, we tried by using library resources in the theory and by using of data of “The United Nations e-Government Survey” first described the concept of cyberspace and e-government and then using statistical tests and SPSS, regions of the world to be compared with each other. The results show that e-government development index in Western Europe and North America and also somewhat in Eastern European countries become more developed than other areas. It should be noted that some countries of Eastern and Western Asia are on the list of top countries in e-government index, but the average is much lower in Asia than in Europe and North America, which represents the digital divide in Asia. Another thing worth mentioning is that the most difference between regions is in the telecommunication infrastructure and online services index and differences in human capital index is lower. For example, although the online services and telecom infrastructure in Iran is relatively poor, but the Human Capital Index is in good condition. Finally, using a questionnaire that was satisfactory reliability and validity, Students and graduates of the geo-political attitude in relation to factors in the development of e-government in the country was measured.

Abstract: 

Each of the different classes of society makes a role in determining the country`s destiny and the formation of transformations. The intellectual class is including society classes too, and this not except from the general rule. Also, in Iran, one of the most effective elements is the intellectual class. First generation intellectuals of Iran, as the vanguard of intellectual stream, started to thinking around country`s decline and cause of this situation analyzed in the form of relation of government`s power to society, restrictions of the government`s power and the power structure. According to this point, the aim of this study is expression of claims of first generation intellectuals of Iran and in response to question that what were the main claims of intellectuals? To considering the main demands of this intellectuals, regarding to the method of a qualitative and analysis-describe, we assume restrictions of Monarchy power for people`s rights along with constitutional State. This claims told in shape of criticism of autocratic absolute Monarchy and supporting constitutional Monarchy that is features of conceptual system of the liberalization. as we know, The liberalization insists on the restrictions of government`s power and the conversion of absolute Monarchy to Constitutionalism for people`s rights.
