Creativity is an essential element for the social, economic, and cultural development of cities. This element is needed to increase the business capacity of cities. It’ s to make easy the exchange of knowledge and experience among people and makes artists of all areas, especially cultural professionals, seek new and innovative skills and promote cultural products. A city that can nurture creativity in all its parts and inhabitants, this city is causes the appearance of attractiveness, diversity and innovation in all areas of the urban economy and causes to lack migration of labor. Human capital, as the main wealth of each region, wants to be present in such a city, and wants to work and spend on capital to promote standards of living. The present research is descriptive-analytic and all variables are collected from researchers' literature. This questionnaire has been distributed among 60 tourism specialist experts through ballistic sampling. The results show that all the effective indicators: social capital, quality of life, creative class and creative experience and infrastructures have a positive and direct relationship with the growth and development of this tourism in the city of Tabriz. the factor of social capital and creative talent will have the greatest impact on the occurrence of this tourism in the city. According to experts, the city has all the necessary capabilities to attract the creative class. Therefore, with the decree of measures, it would have been very successful in transformation the city into a creative city and promoting its economy.
