The concept of citizenship, one of the emerging concepts in Islamic society despite the pervasive use, yet their place in social and political thought, as well as find. Citizen, one who lives under the Islamic rule, in islamic tradition specially Imam Ali's tradition called peasant "ra'iyyat". Therefore, citizen rights, all things involves the governor and peasant is required to accept his authority and sovereignty of the citizens and the duties of citizenship, and provide guarantee for them. This paper is intended to present an Islamic civil rights based on the teachings of Imam Ali is reflecting in the Nahj al-Balagha, Analytical and descriptive way, according to studies by investigating the Nahj al-Balagha been written and religious sources. Results of the research show that Alavi citizen rights, social, economic, political and cultural will take That social rights, social justice and social security; economic rights including economic justice and social welfare, political rights include: the right to participate in public affairs and freedom in the choice of parties and associations and cultural rights, including respect for racial and religious minorities and freedom of expression.
