The present study which lies in the domain of descriptive research (of applied type), aims at improving the quality of Counseling and Guidance Department of Tehran Teacher Training University and proposing a model for other Counseling and Guidance Departments of the country to implement the first stage of Accreditation Model (Internal Evaluation or Self - Evaluation). To this end, after stating the goals of the department in three levels of education, research, and professional services and making use of national and international experiences, Organizational Element Model (OEM) and comments of internal evaluation committee of the department, 10 factors (input, process, and output factors) consisting of 71 criteria and 130 indicators along with judgment criteria (goal fulfillment criteria) for evaluating input, process and output factors of the department were compiled. Using the compiled factors, criteria, and indicators, research instruments including questionnaires, an interview and a checklist (taking validity "Content Validity" and reliability " Cronbach's Alpha Method" into account) were developed, and used after Accidental Sampling and census taking to gather information from information sources (i.e., the present and former head of the department, faculty members, BA MA, and PhD students, BA and MA alumni, direct employers of employed alumni). Finally, using the appropriate statistical methods, the present situation of each of input, process and output factors were evaluated at a "Quite desirable" level, and the department in general was situated in a "Quite desirable" level. To improve the present quality status, suggestion and implications were presented. This evaluation and the final implications are appropriate devices for the department's future planning and improving its comprehensive quality.
