This study examines the distinctions to differentiate the cognitive and social aspects of the work of science. The major difference between the social constructs discussed in this paper is the degree of institutionalization. This factor is important in relation to scientific development. Since science is essentially cognitive structures and it is operated by scientists at different levels, this study has been devoted to cognitive development and two parts of them were investigated. In the research specializations where cognitive and social integration are low, a large number data is generated by small gatherings that are not necessarily consistent and coherent. At the end of this paper, it is concluded that the identification of scientists from their research domains and their specializations should be integrated in the light of a literary analysis.

Over the past three decades of research, despite the success of scientific quantitative production, their quality has not improved in terms of developing the knowledge boundaries and the effectiveness of research results in the country's development indicators. As the article production increased, why did not pay attention to the quality of articles? And simultaneously, why the value of the effectiveness of produced science on the society did not take into consideration? These questions and the other ones of this kind are the cases that the writers will review. In the meantime, whether the country's past research can be criticized, or whether it can be violated, and whether in the three decades of research the country has been affected by the effectiveness of scientific production in the development of the country and the system of research management in the country. The purpose of this research is to investigate the three decades of research in the country, to examine two different perspectives from discourse of the day in the field of research and pathology of the field of research, and finally to present various strategies that can pave the way. It is obvious that the general survey of quantitative and qualitative paradigms shows that Iran's research in extending the knowledge boundaries has little effect on the development of society. Therefore, the existing capacities of research of the country create the expectation that along with increasing the financial support for research, while maintaining the growth of scientific papers numbers, the research system of the country will be managed in a way that will contribute to the quality of the articles as well as to promote the development indicators ofsociety that it’s buds have grown over the last few years. Creating the required structures for technology and commercialization of research has provided the appropriate fields to change the paradigm and the research management system of the country. A deeper analysis of this issue will require more extensive applied research from both the views and attitudes of the top executives of the research system of the country and the researchers' attitudes.

The advent of technology brought profound changes into the human life. This phenomenon, despite of having welfare for human, caused some crises and problems as well. The new method has been converted to a totally different thing than the past, and it is looking forward to change some dimensions of our world which make us to ask questions about its relations with human and society; and whether it still believes that the technology is a posteriori phenomenon, and that it is our view and worldview that determines its path? And or it had the prior concept that regardless of goals, worldview and man's will; there is another connection between us and the world? In this paper, at first the nature and quiddity of technology and its relation with human from the viewpoint of philosophers and intelligentsia of this field and the investigation of human and technology relationship in the form of classical technology philosophy and the criticisms directed to it, which led to the advent of contemporary viewpoint of technological philosophy. Following the previous section, we will explore the relation between human and technology from the view of the genesis of morality in technology; and at the end we will describe the relationship between human and technology and the role of technology in developing the human resources and their abilities, and we will declare the struggles which are existing between the traditional training and the technological based training system, and the challenges in employees training based on technology in organizations will be discussed.

The entrepreneurship issue is one of the important topics that has attracted a lot of attention and different countries adopted various policies and actions for developing of entrepreneurship. In Iran, as in other countries, this issue has been addressed. However, for attending more success, it is important to consider the experiences of advanced countries. Netherlands has one of the most advanced economies in the world. Accordingly, this article aims to study entrepreneurship and Entrepreneurial University in Netherlands, with emphasis on three dimensions including trends, policies, and actions. The study was written in descriptive and analytical format and the data were collected by using the available information on official sites and related documents and evidences. In this paper, besides describing the general attitude of Netherlands country; the statistical data related to entrepreneurship perception, entrepreneurship attitudes, entrepreneurship intention, and the whole entrepreneurship activity of the first stage were studied. In addition, the activities of one of the leading entrepreneurial universities in the Netherlands was studied. The findings show that the Dutch government appreciates the entrepreneurship a lot and Dutch policies focus on entrepreneurship in several areas: financing, technology and innovation, internationalization, education, and simplification of regulations. Entrepreneurship has been highlighted in university mission and vision. In addition, the University has taken special actions regarding entrepreneurship education and interactions with industry.

Today, human resource management1 experiences a lot of pressure to change. Revolutions in economy, globalization, internal diversity and technology have created new needs for the organization. These new requirements for the organization are, in some respects, completely creative and lead to the advancement of the organization and sometimes it can be harmful and destructive. Most of these challenges provide many opportunities for human resources and organization. The purpose of this article is to examine some of the challenges and opportunities that affect the future of HRM. With international surveys, it was found that the factor of knowledge-based economy is more glowing in this area which in this paper, it was tried to analyze this issue descriptively and finally, suggestions for effective use of this conditions to be presented.

The purpose of this paper, which has been accomplished through the documentary method, is to provide a checklist of the criteria for evaluating electronic specialized indexes. For this purpose, the printed and electronic texts that have been evaluated for the indexes have been studied and the criteria that have been scattered in various texts regarding the evaluation of the indexes have been identified and collected. In addition, some of the criteria were directly identified by referencing and reviewing the indexes. In this way, based on the criteria for which dimensions and capabilities of the indexes are considered, they are all categorized into eight classes, and finally, a checklist of the criteria for evaluating the specialized e-indexes was presented.

The presented investigation was performed to study the relationship between the comprehensive quality management and knowledge management. In order to evaluate the overall quality management, Malcolm Baldrige's model was utilized with six components of leadership, strategic planning, customer orientation, process management, human resources management and information analysis. The knowledge management also includes five processes of knowledge acquisition, knowledge creation, knowledge sharing, knowledge storage, and knowledge use.From the view of practical purpose and method, this research is stored in descriptive - survey research. The statistical population of the study was all managers, supervisors and experts of the National Library and Documentation Organization. To determine the sample size, the Cochran formula was used and according to the sample population of 866 employees, 266 persons were computed for the required sample size. The data collection instruments were standard questionnaire which their reliabilities were confirmed using Cronbach's alpha coefficient of 0.896. Structural equation modeling software Smart PLS was used for data analysis. According to the research findings, there was a positive and significant relationship between the leadership component and knowledge management in the National Library and Documentation Organization and the relationship between other components Comprehensive QM management with KM is not approved.
