Abstract

 In the late 1990’s the world confronted some fundamental and structural transformations due to two phenomena: “globalization” and “Information and Communication Technology”.Economists called the result of these two phenomena as the “novel Economy”.The last breakthroughs in INFORMATION AND COMMUNICATION TECHNOLOGY have caused many changes in global commerce, and therefore in many activities such as business, economy, banking, customs and so on.In this paper, firstly, the author reviews the definition of the concepts of communication technology, commerce, and e-commerce. He explains electronic models and successful experiences in e-commerce. Regarding the inevitability and advantages of the e-commerce, he studies the need and the appropriate infrastructure for, and the challenges of developing the e-commerce in the Islamic Republic of Iran.And finally, the author emphasizes making the operating systems indigenous in order to protect the dignity and independence of the country.
