Abstract

Since public civil services structure the form and the skeletal, social and spatial essence of the city, the present research aims to investigate the distribution of public civil services based on SPATIAL JUSTICE in NORTH KHORASAN Province as a case study. In order to analyze the distribution of the indexes of TRANSPORTATION, 8 sub-indexes from TRANSPORTATION, warehouse and communication have been applied. The current research is practical and its method is descriptive-analytical. To analyze them, safe descaling method; to weight them, Shannon entropy index; and to rank the cities, VIKOR Model have been applied. The results show that TRANSPORTATION services and VIKOR Model for communication have not been distributed equally throughout the province; so that, Bojnord has the highest and Maneh and Samalqan have the lowest possible level of access to the distributed services.
