Abstract

Urban management means governing the city affairs in order to promote sustainability and satisfaction of communities, considering and following the national policies. Achieving such a management necessitates GOOD GOVERNANCE which welcomes local participation to mobilise the untapped resources of citizens for tackling the growing difficulties. While a kind of de-facto neighbourhood councils has been established in TEHRAN Municipality in recent years to mediate with the city council, these neighbourhood councils lack the authority and needed resources to be effective and also, do not have a straight relationship with the city council as well as the municipality. Thus, on the one hand, there is a need for devolution at the neighbourhood level and on the other hand, a district level council should be established to combine neighbourhood resources, initiating integrated plans for the municipality. This study shows the mechanism and deficiencies in the existing urban management system of TEHRAN from this viewpoint in region number four of the municipality.
