Abstract

 At the moment, at the national level, one of the problematic difficulties is the increase of city population made by the country immigrants from different ETHNICS and groups and their consequences. There are five ethnical groups with independent cultures in the form of villager societies. 161 tribes and 619 colonies are going to construct a new identity of marginal Iranian cities which are passing from governmental cities to relative cities. In the past 30 years this rush has emphasized ethnical IMMIGRATION to the capital cities and also in marginal areas. It has also invited main groups and ETHNICS to the cities.Inside province IMMIGRATION, inside state and outside state have been mentioned to emphasize these IMMIGRATIONs in ethnical areas. IMMIGRATION to the state capitals has been more significant. This kind of IMMIGRATION has illustrated clear differences with other central state IMMIGRATION and other suburb areas like 'Caspian sea' or 'Khorasan' provinces which are not related to ethnic frame and shepherd lives.Investigations from social structure changes of cities with their FRAME DEVELOPMENT have been narrated that it hasn't passed a few decades from their central formation and during these 3 three decades they have been developed significantly as far as their population is considered.Thus, it is necessary to consider the social structure, city developments, and the question is how these developments are going to move forward with different cultures and whether cultural interchange inside cities and making major fields for the promotion of cultural relationships could facilitate social movement. This research has been done in an evolutionary – historical analysis with new instruments. In fact, this research is going to scrutinize the movements and suggest a balance in social, political and governmental city management to prevent the effects of social forms or make them balance.
