Abstract

After the Acceptance of resolution 598, on September 17, 1988, Imam Khomeini addressed the commanders of the Islamic Revolution Guards Corps (IRGC) and introduced the idea of COMPREHENSIVE DEFENSE. He stated that the IRGC and veterans of the Sacred Defense Period (Iran-Iraq War) should be assigned to explain, develop, and execute this strategy. Offered to provide security for the Islamic government, it is flexible and evolutionary, and can be developed in terms of the contemporary situations. Its flexibility is more noticeable after the Imam Khomeini passed away as the new aspect of soft defense and security has been added up by the Supreme Leader due to the enemies’ soft attack against the country. However, it seems that recognizing all aspects of the strategy and determining and explaining all its aspects, factors, and indexes requires great efforts; however, the IRGC and other military or security organizations have taken great steps to better implement the strategy. Therefore, the main subject in this paper is the COMPREHENSIVE DEFENSE and its conceptual model from the standpoints of Imam Khomeini and the Supreme Leader. The paper uses a descriptive-analytical method to identify the concept better. It also intends to learn more about the defense view of Imam Khomeini and the Supreme Leader as the government’s defense strategy to provide security. Finally, it succeeds in determining the strategy’s aspects, factors, general indexes and presenting its conceptual model.
