Abstract

Due to the extraordinary growth of information technology, application of IT is used in order to enhance government productivity. Government performance includes two items: 1) service delivery to people and business, 2) enhancing people's participation in government decision making. Most of E-GOVERNMENT models have considered the first item. On the other hand, almost all models that pointed to the second item, considered democracy and PEOPLE PARTICIPATION as the last maturity step. Also, the concepts of e-democracy, responsibility, TRANSPARENCY and justice centrality are still ambiguous. The aim of this paper is to explain these concepts through a conceptual model. So with using VFT method based on 130 interviews with citizens and an expert panel, a conceptual model is developed. The results show that enhancing of PEOPLE PARTICIPATION requires more development of justice. This model could be useful for government because the 20-years vision of Islamic Republic of Iran and the government's objectives have emphasised on people's participation and justice centric.
