DESIGNING MANAGEMENT BY VALUE MODEL FOR IRAN PUBLIC ORGANIZATIONS

Abstract

 The purpose of this Research is to find set of information and knowledge about public VALUEs and a combination of these VALUEs to use them for satisfying organizational needs and improving performance indicators of governmental organizations. This research concerned about two questions, what is a central VALUE in PUBLIC ORGANIZATIONS? And what is the VALUE model of PUBLIC ORGANIZATIONS with improving performance approach? So based on goal, research will be practical and based on method, research will be descriptive. Statistical population is Iranian PUBLIC ORGANIZATIONS, but to receive and collect information about organizational central VALUEs and performance, the expert group’s comments and views are used.For finding VALUEs of the organization and refining components and scales of theoretical framework and conceptual model, Delphi method through perspective of experts used, and for priorities and extracted performance indicators weight used the paired comparison method and technique of a AHP group and for prioritization and extraction weight coefficients of organizational VALUEs, used a simple rating scale techniques to measure distance and to achieve the VALUE model using linear programming and to determine the coefficients component of VALUE model allocation technique was used. For validation of presented model judgment-based expert system was used. The most important result of this study can be identified central VALUE that governs the organization that related to organizational performance and presentation of 9 VALUE model for each performance indicator in PUBLIC ORGANIZATIONS with using them, it can be seen organizational performance improvement. The result of this research can be the basis for decision-making, planning, policy and behavior of managers and help them in doing organizational process. Also pay managers and decision maker attention to importance of organizational VALUEs.
