ITALY'S FOREIGN POLICY VIS-A-VIS THE ISLAMIC REPUBLIC OF IRAN: NUCLEAR DOSSIER AS A CASE STUDY

Abstract

 Italy has been a very good trade partner for Iran throughout history. But the political relations have never been as profound and extensive as economic relations. In the recent years, as nuclear dossier has emerged as the most important foreign policy issue of Iran, one question has been constantly asked: why Italy is not present at the negotiation table with Iran? This article tries to explain the parameters affecting foreign policy of Italy with respect to the Islamic Republic of Iran against the backdrop of the paradigms dominating Italian foreign policy. Iran is a piece of Italian foreign policy puzzle, and therefore, to understand Italy's behavior with respect to Iran, the logic of its foreign policy needs to be studied. Study of Italian foreign policy after the Cold War demonstrates that the two paradigms of EUROCENTRISM and ATLANTICISM have been dominant over that. With the shifts in the governments in Italy, each of these paradigms gets significance which is reflected in Italy's approach towards Iran. This paper utilizes the Neoclassic Realism in which the roles of internal and external factors in shaping foreign policy are taken into account. At the end, we will see that there has been little consensus over presence or absence of Italy on the nuclear negation table with Iran and this matter has varied from one government to the other. The shifts in governments from right to left and vice versa and the changes in the associated paradigms lead to change of Italian policies with respect to Iran.
