STRATEGY FORMULATION FOR SUSTAINABLE DEVELOPMENT OF OIL BASED CITIES USING LEA ANALYSIS AND QSPM MATRIX

Abstract

OIL-BASED CITIES appeared and started to develop by oil exploration, and development relied on oil exportation, made them modern and wealthy cities, but by terminating of this non-revival resource, downfall part of life cycle of these cities, commence. Masjed Soleyman is a best sample of these cities that was a modern city with sufficient infrastructures in national scale, but by terminating of oil-resources, socio-economical aspect of city has been faced with many different problems. Therefore it is necessary to take economic sustainability of OIL-BASED CITIES into consideration and create a multi-purpose economy based on appropriate approach and urban development pattern. The main goal in this paper is to formulate optimum strategies to create variety of alternatives for the economy of sample city in the case study (Dogonbadan). This goal is set up in regards of urban sustainable development vision and based of strategic approach. The other purposes of current paper include literature development in the field of resource-based cities (especially OIL-BASED CITIES) and formulating quantitative strategies and guidelines for urban planners and managers of these cities. Research methodology in this study is compilation of quantitative and qualitative methods and research has been done by profound interview, document studies and making strategic factors quantitative. Research process includes 5 steps; step 1: after data collection, the research team classifies them for using in next step; step 2: profound interviews are done with experts, managers in oil section and municipal section and experienced planners in organizations in DOGONBADAN; step 3: SWOT (Strength, Weakness, Opportunity and Threat) matrix formulated by collecting data through interviews and documents studies and evaluated by analysis model; step 4: after determining the best strategies for the city, strategies converted to quantitative forms by QSPM MATRIX; And finally, step 5: strategies for urban sustainable development in the city of DOGONBADAN ranked. The result shows that DOGONBADAN faces with strategic challenges between costs and benefits. Nevertheless the city encounters with weaknesses and threats, it has strengths and opportunities for sustainable urban development. Sustainable urban development in this city cannot be done unless by using its opportunities and taking an appropriate approach to urban planning and management. So it is necessary for DOGONBADAN to take opportunities and decline the threats.
