Abstract

In the process of realization of DEVELOPMENT matter, women ENABLING and activating are very important. Therefore, the fact that program making of a country how mach are concerned about this important matter, and by making all sided programs, particioate women in the process of DEVELOPMENT is very important. There is no doubt that WOMEN PARTICIPATION as a part of human force in a society has an accelerating role in the realization and accessing DEVELOPMENT and its regarded as a necessity for the Third World Countries towards achieving DEVELOPMENT within a short time. The article attempts to examine the sensitivity changes towards the GENDER category among Iran’s programing agents in the course of making DEVELOPMENT plans and their views to the role and status of women in DEVELOPMENT subject of the country since the Islamic Republic of Iran’s first economic, social and cultural plan until fifth one.
