Abstract

Spontaneous INFORMAL SETTLEMENTs have gradually developed during recent decades in the periphery of large cities Iran. Correctly called "INFORMAL SETTLEMENT", these marginal settlements are the means of access to land and serve as the main source of shelter for the low-income population migrated from rural areas or poor city dwellers dislodged from the existing urban texture. Home to poor inhabitants with insecure employment, and suffering from lack of services and poor physical conditions, the INFORMAL SETTLEMENTs are prone to social problems and highly at risk by natural and human disasters. Right now, the INFORMAL SETTLEMENTs in Tabriz city are in a space of 400 h with a population more than 400000. in this the article ENABLEMENT STRATEGY as a way new and scientific an encounter with INFORMAL SETTLEMENTs are investigated and analyses and proposed.
