ANALYSIS OF URBAN STRUCTURE MANAGEMENT IN COUNTRY EGYPT

Abstract

 From the second half of 20th century, developed countries as well as developing ones have turned to the local administrative systems and local governments in a new approach to urban management. Given the strategic importance of EGYPT in the region and consistent with the recent change-demanding grassroots revolutions and movements in this country, this study attempts to identify the structure of urban administration in EGYPT and designate its urban governance model and thereby, find the degree decentralization policies have been realized in this country. Finally, through pathology of this model, some appropriate solutions will be presented. In the present paper, analytical-descriptive research design was used and data were collected using libraries and studying relevant literature and documents.Study results: structure of local administration in EGYPT refers to distinct local units with fiscal, administrative and executive autonomy which are divided into four local administrative levels (governorates, regions, towns and villages, and neighborhoods). At all levels, each local unit is made up of a local popular council (elected) and a local executive councils (appointed). Mayor (head of local executive council) is appointed by prime minister’s decree and approval of governor. Accordingly, urban administration model in EGYPT is of a council-manager form with the exception that the popular council does not have any role in mayor appointment. This system suffers from structural and functional defects. Among the functional defects are weak institutional powers of local units and of the structural defects are method for appointing municipal executives, implementation complexity of popular council elections and high number of popular council members.
