Abstract

Introduction, Purpose: Nowadays, the most important indicator of development is the researcher's subjective creativities and human resources. Trade is not just about economic commodities but the Brains are considered as strategic and tradable goods. Scholars do not know the brain drain as a negative one-way but they also consider its positive implications in mind. Cultural transmission is bilateral, which means that the values and norms are exchanged. The purpose of research is to present a two-way model for scientific elits brain drain. Whether the positive migration of elite, can to place the country in the scientific, cultural and economic progress course?Methods: The study was conducted as descriptive and secondary analysis. Samples were collected and analyzed according to statistics in the periodic and research results during the period (2008 to 2015).Results: The pattern of bilateral brain drain is affected by four factors: economic, social, cultural and political ones. Whatever we move from the economic factors toward the basic factor, the elite's drift is more intense and their attraction is less. Whatever we move from political factor to the social factor, positive attraction and possibility of the returning the country's scientific elite is more.Conclusion: by the positive migration of academic elite, the specialized force move from the abundant and cheap area to the scarce and expensive one. This helps to increase global production and technical progress. After a short time, the technology spreads to the countries of origin of immigrants and they will benefit them in a slight delay. Attitudes on the brain drain (drain of no return, Brains and capital transfers in one-way) can to change to a two-way road by the suitable Programming that origin countries can also benefit from the results.
