Abstract

This article tries to review on effective factors in the creation of learning organization that include: ENVIRONMENT, STRUCTURE, LEADERSHIP, CULTURE, TECHNOLOGY and STRATEGY, to provide suitable situation for leading the organization to achieve constant competitive merit by achieving a KNOWLEDGE-BASED ORGANIZATION's characteristics. This is a comparative studying among some effective MEDIA ORGANIZATIONs (TV – Radio) and Broadcasting Organization of Islamic Republic of Iran. Comparing shows the mentioned organization is not in a suitable situation about providing a learning organization's substruction factors. At last for making a KNOWLEDGE-BASED ORGANIZATION's substruction factors some recommendations were offered.
