Abstract

Evidences show that urban stability has gained high consideration at the international level but it is not been fully paid attention to in Iran. The level of urban stability may could indicate the qulity of life in urban places. Investigation of the QUARTERS conditions and the problems of their development as well as the STABLE DEVELOPMENT of cities are the problems which have recently set forth in civic management but have not been death with in our country. So this paper attempts to investigate and determine the level of stability in the sixteen QUARTERS of BABOLSAR. BABOLSAR from the point of view possessing the development in likes. In order to measure the stability levels of the QUARTERS, analyze the inequalities and predicting development priority, The quantities models and STATISTICAL TECHNIQUES such as HDI, standaredized score, factor analysis, and combined multiple regressions (Enter) are used, selecting 30 variables of social, economical foundational and biological indices. The results from integrated indexes reveal that there are variations in the level of stabilities among the defend QUARTERS. So that, from sixteen QUARTERS on of them is placed in the category of ideal stable, two are placed in the category of strong stable, and Seven of them in semi-stable; four QUARTERS are weakly stable and two are at unstable level. Also the results shows that exists a there marked disparity with respect to the social and environmental indexes (0.98%) and a lesser variation in foundation indices (0.32%). It can be concluded the urban authority needs to direct their policies towards those QUARTERS which are less developed to fill the exsisting gap among the different areas to reach social equality and promoting the level of quality of life.
