Abstract

This article is about the financial balance (Income-Expense) of Shahdyh municipality during years 2000-2008 and the analysis of effective factors and their effect scale in municipality functions for citizen services and finally giving solutions. The study method is descriptive-analytic. For analyzing the data's used of statistical methods of simple linear Regression coefficient and the analysis of variance. In this study, after investigating municipality income resources we distinguish that incomes arise from public charges decreases from 49.7 of total incomes between 2000 to 2008 decreases to 29.4 in 2008 and incomes from exclusive taxes from 0.7 in 2000 increases to 16.5 in 2008. Incomes from donates and wealth increases from 11.6 in 1380 to 26.9 in 2008 by the rate of 39 percent. The incomes from government helps were decreasing from 2000 to 2008 so it decreases from 12.6 in 2001 to 1.4 in 2008. Investigations show that permanent incomes were decreasing in this period and unstable incomes were increasing. So, according to city and municipality weakness points and we can say that utilizing modern URBAN MANAGEMENT systems, contribution of people in management of city construction of multipurpose centers for training, amusement, cultural, artistic activities and income enhancer project definition, and partnership with private session, deletion of parallel organizations with municipality, renewing laws for reconstruction tax, development and expanding of urban services such as taxi, city sewage, etc. equal credit allocation for all budget sessions and long-term are as strategies that will help municipality in trading stable incomes and good services to citizens.
