Abstract

Nowadays, a major part of urban literature has been dedicated to the issue of SPONTANEOUS SETTLEMENTs and various aspects of these quarters need to a lot of investigation. Meanwhile, an important discussion topic in urban planning is attention to public spaces; the spaces that can play a major role in the interaction, Sociable, creating a freshness and vitality to the neighborhood. These spaces can take charge of the same role in urban public spaces of SPONTANEOUS SETTLEMENT. SPONTANEOUS SETTLEMENTs of Islamabad and DEHEVANAK are such as an island in center of Tehran city that have more or less prosperous public spaces. Research findings indicate that the QUALITY OF PUBLIC SPACEs in quarter of DEHEVANAK is generally better than the Islamabad. Furthermore, despite the claims of the power of collaboration and partnership in residents of SPONTANEOUS SETTLEMENT, this matter doesn't have been seen both in public spaces of these SPONTANEOUS SETTLEMENTs. Sociability, participation and social power are clearly seen just in religious spaces. In fact, residents of these quarters, in terms of social and cultural background, express their religious traditions into the safe spaces such as interior spaces and nearby Shrine, mosques and religious board. Incidence of this behavior is justifiable because the residents feel unsafe in the outside spaces like street or square in these quarters. For this reason, the urban management, in order to better implementation of project such as empowerment and rehabilitation projects, must specify financial investment for quantity and quality upgrading of public spaces especially in religious spaces. This way enhances trust of these residents to local council and urban management and attracts appropriate opportunities to promote quality of other public spaces in these SPONTANEOUS SETTLEMENTs.
