Abstract

Islamic Councils have been created to attract people contribution in different activities of Islamic republic regime. But because of certain circumstances, the Islamic council has not had any activity since 20 years. After appealing a political dialogue program in 7th presidential election and following the promise in opening Islamic Councils, this institution has begun its activities. According to middle approach presented in this research, the councils are civil institutions with special functions in which the controlling function is the most important. The main role of this function is the control of performance of municipalities. Therefore, the aim of this study is to investigate the Effectiveness of observation of Islamic council in the improvement of performance of Bo nab Municipality. For this reason, some proposals have been made based on staff personnel and senior organizational managers and members of Bo nab fourth Islamic council. In order to reach the purpose and evaluate the amount of controlling according to administrative law, two methods were used as pre and pro controlling. The main gathering information tool is questionnaire and the questions are made by Likert scale. After confirming the validity of questionnaire, it was distributed among the samples of 75 people that are analyzed to get stability by Pearson and linear regression. The results indicate that, average of two kinds of controlling are more than medium, and the dimensions of pre-Controlling such as budget, bargain, loan and corporate constitutions or affiliate organizations are effective in the improvement of performance of municipal.
