THE POSTERIOR EVALUATION OF FIRST PHASE IMPLEMENTATION OF PURPOSEFULNESS SUBSIDIES’ LAW’S EFFECTIVENESS (FROM THE FIRST STEP UNTIL THE END OF 2012)

Abstract

 After two years of wrangling with the Islamic Council of Iran, The tenth government started the first phase implementation of PURPOSEFULNESS SUBSIDIES’ act via a television interview dated 28th of December 2010. The introduction of the bill justify the purpose of implementing the project as: improvement of income distribution, reduction of the consumption of energy carriers and productivity, reduction of energy carriers trafficking and economic efficiency and the tenth government up to the end of their working time, emphasized the pursuit of these goals and reaching success. But during the first two years, execution offenses and consequences of the law implementation has-caused the Islamic Council to react and therefore the tenth government couldn’t get the permission for the second phase. Accordingly, this study sought to answer the main question is: Does the policy has achieved the desired goals? The authors tried to find an answer, based on the pattern of public policy, to evaluate a posterior EVALUATION of first phase implementation of PURPOSEFULNESS SUBSIDIES’ law’s according to the index of effectiveness based on the amount of effective measures to realize any desired policy objectives, based on leading indicators (based on official figures released by the Central Bank of iran, Iran Statistical Center and international organizations). Study findings suggest that despite an improvement in income distribution the Gini coefficient and the top and bottom deciles’ share of consumption, a reduction in other effective factors of income distribution (inflation, cash flow, economic growth, unemployment, etc.) has neutralized the obtained result. Therefore we have not seen a positive change in traffic and energy consumption reduction so the government did not fulfill the criteria of success (achieving goals) from the position of effectiveness.
