Abstract

Designing trial models for cultural DEVELOPMENT and cultural indices are among the most important tools in recognizing the current cultural situation, performance evaluation of past projects and designing the preferred cultural situation in the future. This qualitative research aims to design a trial model for cultural DEVELOPMENT in Iran using grounded theory. The data is collected using participatory observation, open and deep interviews and reviewing documents which are finally combined using the triangulation technique. The sampling technique is purposeful theoretical sampling. The three stages of coding the data and using atlas. ti software helped analyzing the data and finally, the indices for cultural DEVELOPMENT measurement is categorized in 6 main dimensions, 22 factors and 84 practical indices.
