Abstract

Changing the administrative system in Iran is one of the crucial subjects and it's necessity has been felt and got attention more than before. The size of administrative system is one of the features indicating its efficiency. Regarding the current problem in system, some programs have been considered in the third and fourth development plans. One of the most crucial and necessary steps before the real administration of those plans is studying the feasibility and possibility of them. This article intends to examine the feasibility of the policies taken by the previous planning and management organization with regard to rationalizing the government size during the fourth development plan by the power and control theory of John Child.The results show the degree of administrative possibility of the upper policies, Regarding rationality of government size is low. The effective factors respectively are: 1) the authorities in public organization. 2) heterogeneity of interests of decision markers and the organization, 3) dominant coalition, 4) THE INTUITIVE DECISIONS by individual and organization, which they have important role in the failure of commitment of policies.
