Abstract

 Similar to many of the world's arid and semiarid countries in recent decades, Iran has experienced a serious shortage of water resources and currently faces a WATER CRISIS. In addition to natural and environmental phenomena such as droughts, changing climate patterns, rising temperatures and Evapotranspiration of water stress on root growing and uneven distribution of population, misMANAGEMENT of existing water resources, the ineffectiveness of the agricultural sector, partial review of MANAGEMENT, growth of urbanization lack of correct culture consumption and the real value of water. In this paper attempts have been with method review - analytical strategies to be developed out of this condition. Those strategies is based on current conditions and capabilities in the areas of MANAGEMENT structure appropriate, culture with religious beliefs, determining real value water, empowering farmers and agricultural cooperatives, as the main framework for the codification of strategies, considered in planning and implementation of government programs. Awareness of the depth and complexity of multi-dimensional crisis will be led to the codification of solutions and with the participation of the public. The first step is passing through a crisis.
