Abstract

The people security is, in fact, a new concept that, with the formation of a "popular mobilization" in Iran after the Islamic Revolution of 1979, and in Iraq, after ISIL's crackdown, formed part of its territory with the AUTHORITY, in such a way that the presence of the ideological elements and the people are prominent in its structure. It can now be argued that the closure of a branch as a public ideological structure actually filled the gap caused by "the ineffectiveness of the structure constructed by the occupiers in the post-fallen period of Saddam" and turned into an intrinsic, efficient and capable force, in the field of security for the community and government in Iraq. The present paper seeks to explain that it is important to rely on people in military-security areas to be more efficient than dependence, and HESHAD AL-SHA'BI, in spite of some challenges, has had great achievements in the military security scene. To the point that the ineffectiveness of Washington's military security agenda was further enhanced, and pushed the prospect of "building security based on ideological and popular beliefs. "
