Abstract

 the ports play a strong role in the economy, for international shippers and shipping lines maintain and enhance the safety of a port of great importance in selecting it as the destination port to import the vessel. Terminals to protect the goods, especially CONTAINER TERMINALS, because of the large number and severity of accidents, are one focus of the high-risk ports that need to be taken appropriate measures to improve their safety. One of the most important factors in safety management system, choose the appropriate method to assess operational risks in CONTAINER TERMINALS. In this study, Port and Harbor Risk Assessment Base on Matrix as an international standard and appropriate to coordinate the work and operations in ports and harbors, was used.The main activities of the executive was expected in CONTAINER TERMINALS from the perspective of people have a higher risk of Qablqbvland range and can carry out the requirements of the law, the amount of risk to an acceptable level, respectively. After investigation, it became clear more than 75% of the risks to human in container terminal study (risk 1) higher than the range of acceptable are that after legal requirements and management procedures and safety engineering, risks (risk 2) the rate of 100% was below the acceptable range.
