Abstract

 The ANALYTIC HIERARCHY PROCESS (AHP) is a powerful, simple and flexible tool for decision making when conflicting decision criteria make the choices between different alternatives difficult. Its usefulness stems from the fact that the AHP extends one's ability to deal logically and rationally with complex situations by prioritizing alternative courses of action. The AHP engages the decision-makers in breaking down a decision into smaller parts, proceeding from the goal to criteria to sub-criteria down to the alternative courses of action. Then simple pair wise comparison judgments throughout the hierarchy are made by the decision-makers to arrive at overall priorities for the alternatives. It could be used in cases when both quantitative as well as qualitative aspects of a decision is needed to be considered. In this article an example of the AHP's application in urban and regional planning, for "site selection" purposes, is presented. All the steps involved in the application of the AHP in SITE SELECTION is presented by considering a hypothetical example. It is concluded that the AHP's flexibility, simplicity and capability for utilizing quantitative as well as qualitative criteria simultaneously, and also its inherent mechanism for checking the consistency of the decision maker's judgments, make it a powerful tool for urban and regional planning applications.
