Abstract

Major developments in various areas of science have brought about large and complex systems. Planning for large scale system, such as Iran's economics, requires a SYSTEMS ENGINEERING approach which not only provides insight into existing complexity, but also presents a unified visual picture of all components of the system. SYSTEMS PLANNING design for IRAN'S ECONOMY begins with a process that includes certain components such as problem definition, VALUE SYSTEM DESIGN, and SYSTEM SYNTHESIS, each of which is interrelated through the use of interaction matrices. Interaction matrices link objectives and objective measures, as well as relate policies and policy measures. The main theme of this paper is to design a SYSTEMS PLANNING framework for IRAN'S ECONOMY. To approach this objective, a SYSTEMS ENGINEERING methodology is utilized. The methodology is on the premise that IRAN'S ECONOMY consists of a large number of components which can not be separated and analyzed by themselves. It needs a systematic approach that can deal with complexity and provides a transparent picture of all components of the system, which in turn will be a starting point for organizing policy planning research and defining project.
