Abstract

Capital outflow from productive sectors such as mining and industry to services and construction sectors is one of the economic problems of our country in which government protectionist policies has not been effective in decreasing this process yet. In this paper, capital outflow of mining and industry sector is explained by identifying effective factors on capital formation in each sector and the PERMANENT INCOME theory is interpreted by using Harris – Todaro model.The results indicate that RISK – adjusted incomes of mining and industry sector and slightly agricultural sector have positive impact on capital formation in the latter sector. In contrast, the RISK – adjusted of services and construction sectors result in capital outflow of mining and industry sector. Meanwhile, this sector has positive impact on capital formation in the all-economic sectors, because it provides machinery and capital goods for those sectors.In this way, we observe capital outflow of mining and industry sector considered period with including all impacts.
