Title

Identifying the components of the policy capacity improvement for country's skills training and the factors affecting them

Abstract

 The purpose of this study is to identify the components of the policy capacity improvement for our country's skills training and the factors affecting it. The researcher has tried to solve the problem by using a constructive paradigm (interpretative) with choosing the GT strategy utilizing an inductive point of view. Interviews for research samples (15 Experts), who were chosen by targeted non-random sampling continued to Theoretical Saturation of exploratory categories using hidden content analysis (or theme analysis) in the form of in-depth interviews that were implemented in text format. Initial coding, categorization, and axial coding led the researcher to explore the two concepts of Effective factors and Improvement components of policy capacity structure. Effective factors included nine components: Legal, Economic, Cultural, Performance, Public Trust, Government Policies, Organizational Strategy, International Cooperation, and Managerial Capacities. Improvement components also included seven categories of Analysis and Policy Formulation, Policy-making Implementation, Strategic Policy Evaluation, Policy-making Capabilities, Policy-making Infrastructures, Participatory Capabilities, and Authoritative Choice. Finally, the use of overlapping coding tools by the Maxqda 2020 software, long-term involvement with the quantitative and qualitative literature of the study, and consulting with experts in the form of a focal session led the researcher to generate theory in the form of hypothesizing the relationship between Effective factors and the Improvement components and also between Public Trust and Authoritative Choice components.
