Abstract

Background and objective: Governance in any society is inextricably linked with the value system of that society. Values determine the identity of the state in practice and policy-making, so understanding values for rulers is sensitive and complex at the same time. One of the important sources for extracting values in our society is the religious texts and manners of the Prophet (PBUH) and his Ahl al-Bayt. Our aim in this paper is to recognize the moral values of public sector governance from the perspective of Nahj al-Balaghah. Method: This is a qualitative research. The data were extracted by coding from the text of Nahj al-Balagheh book and presented in the form of a table of contents. Also, to validate the discovered themes, text-based in-depth method (confrontation and comparison of themes with texts) was used. Findings: By recognizing the nature of jobs and employees in the public sphere, rulers can pursue governance goals by using Ahl al-Bayt moral teachings in the discussion of governance and by criteria such as justice, public satisfaction, compassionate attitude towards the public, public relations reform and elimination of social grudges and entanglements. Results: The role of public service agents in the prosperity and misery of a civilization is very important and if these agents are not properly trained morally, they will impose destructive effects and consequences on society. In this study, ethics-based and the core of administrative and organizational human construction is expressed from the point of view of Imam Ali (PUH).
