AN ASSESSMENT OF TECHNICAL EFFICIENCY AND PRODUCTIVITY OF IRANIAN PETROLEUM REFINERIES: A DEA APPROACH

Abstract

 Although in the recent years Iran has used all the production potential of its 9 refineries even exceeding nominal capacity, it is still importing some key petroleum products. The important role of the oil industry in the country and the necessity of its efficient operation underscore the importance of calculating the EFFICIENCY and PRODUCTIVITY of Iran’s oil refineries.In this article we use the DATA ENVELOPMENT ANALYSIS (DEA) approach to calculate the technical EFFICIENCY and PRODUCTIVITY of Iranian oil refineries in the 1378-1385 periods. The results show that in this time period Abadan OIL REFINERY (0.82 efficient) and Bandar Abbas OIL REFINERY (0.80 efficient) had the highest mean technical EFFICIENCY while Shiraz OIL REFINERY with (o.54 efficient) had the lowest technical EFFICIENCY. The mean technical EFFICIENCY of oil refineries has an upward trend and technical EFFICIENCY in these years demonstrates significant differences.The mean of total factor PRODUCTIVITY changes of Iranian petroleum refineries is 1.66; while the mean of EFFICIENCY changes is 1.137 and mean technological changes is 1.049. We thus see an improvement in their performance. The main factor explaining changes in total factor PRODUCTIVITY is technical EFFICIENCY changes, with no particular technological EFFICIENCY improvements.
