Abstract: 

Introduction: Future-oriented research is a systematic way to view the long-term future in a field of human activity and to draw expansion strategies and ways to achieve the thought future. Stakeholder or actors’ analysis is a process by which the people or groups, which have the most impact and influence on an issue, problem, activity, strategy or decision, are identified. Therefore, the aim of this research was to analyze the key players in the expansion of swimming in Iran using Mector method. Methods: This research was applied in terms of aim and was conducted based on the new methods of future-orientation science with a combination of qualitative and quantitative models in terms of nature. The statistical population of this research was sports management and swimming experts with executive experience in swimming. The sample size in this research was 12 people from the mentioned population. The participants in this research were selected completely purposefully. Results: In this research, experts identified the main aims and strategies related to the expansion of swimming and then completed the actor-actor and actor-aims matrices. The greatest amount of direct and indirect influence among the key players in the expansion of swimming in Iran is the Ministry of Sports and Youth and the Federation of Swimming, Diving, and Water Polo with 187 influences on other players. Conclusion: Providing support and incentive packages with the federation, delegations, coaches, and swimming athletes, determining the selection criteria for the head of the federation and delegations, support of the Ministry of Sports and the National Olympic Committee can be among the important influential factors in the expansion of swimming.

Abstract: 

Introduction: Professional sports are among the vital factors in development of sports industry in different countries. Moving towards development in these complexities, without having a plan that can cope with complexities and environmental changes is not destined. Methods: professional sports has multiple trustees, key players and stakeholders, in this research, using MACTOR future research software, the degree of influence and effectiveness of key players on each other, as well as identifying the position of each player in relation to the goals of the field of professional sports was investigated and suitable strategies were presented. 12 sports management experts, who were selected in a completely objective manner, completed the actor-actor and actor-goals matrices. MACTOR software was used for data analysis. Results: In the map of the relationship between goals and actors, the relationship and distance of each of the actors and goals was determined that the media is close by facilitating international procedures for players, coaches and clubs. Government and custodian institutions to facilitate investment and representation of international organizations, mediators for sports activism, sponsors who play a role in macro-politics and the Ministry of Sports and Youth, CEOs, coaches and players, executive staff, powerful people and managers An industry for financial support, playing a role in the sports industry and demanding for public opinion are very close.Conclusion: According to the general achievements of the research, it seems that if the key players play their effective role in accordance with the goals, we can witness the promotion of the brand and performance of professional clubs.

Abstract: 

In today's world of instability, uncertainty, complexity and ambiguity, and despite the lowprobability and high-impact surprises that lead to unpredictable changes, Iran’, s sport needs managers who can analyze the environment of full of fluctuations by using intrinsic and acquired behaviors, and show the appropriate behavior at the right time and adopt the correct strategies. The purpose of this article is analyzing of the behavior of Iran’, s senior sports managers and to fill the gap in our understanding of recognizing the types of behavior among senior managers in selected educational, public, championship and professional sports organizations separately. This was done by a behavioral experiment with actor analysis technique and by a strategic planning simulation tool called MACTOR. Data were collected through the participatory observation,By a purposeful selection, 11 sports management experts and 24 people employed or familiar with the 12 organizations studied in this study participated in this behavioral experiment and completed the actor-actor and actorobjective matrices. Convergence and divergence of actors and objectives were carefully examined with software. It was found that political, guiding and MACTOR supportive behaviors are the predominant behaviors of senior sports managers in Iran. It seems that the managers of sports organizations can make positive changes in their future behavior based on past experiences, but successive changes in these organizations will cause missing this opportunity.

Abstract: 

Extended AbstractIntroductionRegarding the population growth, industry expansion, rising public health and welfare, per capita renewable water resources are declining. Therefore, this commodity, like other economic commodities, is subject to scarcity. The scarcity and unreasonable use of water resources has created serious and significant problems for sustainable development and environmental protection. Lack of water resources poses a serious threat to human health, food security, industrial development and ecological systems. Because water issues are intertwined with the national history and identity of societies and are also part of the national security of governments; Therefore, strategic confrontation with water relations and conflicts will be an intertwined issue for policymakers in this field. Hence, the political, economic, and environmental actors and actors of the Kura-Aras River Basin in the South Caucasus are numerous and diverse on a regional and global scale. The main use of Kura-Aras water is in agricultural Georgia and in Armenia in agriculture-industry and in the Republic of Azerbaijan it is the primary source for drinking water supply; However, this basin is uncontrollably polluted. Due to the lack of monitoring of urban and industrial wastewater, agricultural recurrent flows and widespread use of pesticides, especially in the Republic of Azerbaijan and oil-related industries, metal extraction and smelting in Georgia and Armenia, the natural mechanism of this basin is facing serious challenges. MethodologyActor analysis or stakeholder analysis is the process by which individuals or groups are identified that have the greatest influence on an issue, issue, activity, strategy, or decision. Various methods of actor analysis are widely used in management, policy-making, marketing and futures research. Actor analysis is widely used in environmental management because the issues in this field are very complex and require the involvement of different individuals, groups and organizations. Accordingly, the word actor or beneficiary is used to refer to each of these different beings. The second goal is to identify the position of each actor in relation to goals, priorities or key issues, and to achieve this goal, a two-part matrix is used. Actor analysis using this method consists of 5 interconnected and related steps: defining actors and their main strategies or goals. When using the module methods, the initial inputs required for the analysis must be provided separately. Therefore, defining the main issues and topics (structural analysis), although it is one of the activities that is done in a complete futures research project in the previous stages, but when using the module, this stage is also added to the research stages. It can also be pointed out that the identification of actors (goals, motives, limitations and tools of their action) as well as the identification of the main strategies and goals of each actor can be considered as two separate stages, but because these two stages actually include gathering two sets of data and forming elements of two separate matrices, in this paper, these two activities are considered in one step. Results and DiscussionExperts participating in the panel of experts in this study completed interaction matrices in two stages. In strategic foresight, it is more important than identifying future variables to identify the relationships between them; Because in the real world, these variables affect each other and none of them can be analyzed independently. Identifying interactions paves the way for the use of networked and systemic approaches, including the parsing method. To identify the interactions, experts need to know how to fill in the matrix elements and the meaning of each of the positive and negative numbers. This issue was identified by the researchers as a facilitator for experts, and finally the one-part matrix of actor-actor and the two-part matrix of actor-goal were completed. First, the interaction matrix was scored among the actors, which is an indicator of the relative power or influence of the actors on each other. Interactions between actors are asymptomatic matrices (positive or negative) that determine the intensity of the effect of row elements on columnar elements. of the actors on each other is also obtained. Also in the second stage is the actor-target matrix (tasks).In terms of hydropolitical relations between the countries of Kura-Aras catchment, Turkey, Armenia and Georgia had the most influence in this basin, and among them, Turkey had the most influence and Georgia had the least influence, and Iran and Azerbaijan had very high influence and very low influence. Countries upstream of the Kora-Aras catchment. It is important to note that the role of these two actors in the future of the Kora-Aras catchment area is considered to be very important, considering that Turkey and Armenia are simultaneously highly influential and influential. Assessing the power of actors among the actors shows that Turkey and Armenia are the most influential countries in the Aras-Kora catchment area and Iran and Azerbaijan are the most influential countries. ConclusionsThe crisis of water scarcity and its increasing consequences due to increasing consumption, has caused water to play a more fundamental role in directing the socio-political relations of political-spatial units and human structures, especially in arid regions of the world. In such a way that today the issue of water has affected the security and relations of political-space units. A trend that will be more widespread in the countries located in the desert strip of the world with a view to change the pattern of precipitation and reducing rainfall and increasing water consumption in the future. The reflection of the current situation in many common watersheds has led to changes in the hydropolitical relations of political-space units and has strengthened the confrontational and hydro-hegemonic approaches of political-space units. The habitat of this catchment area of Turkey and Armenia has been through improper dam construction, dumping of sewage from power plants and industrial factories, and among these, the Islamic Republic of Iran has the highest environmental impact (human and natural) and the role of Turkey. And Armenia as the main players in the future have the Kora-Aras catchment.

Abstract: 

As an interconnected whole, the city needs a strong organization with integrated management. With the entry of the private sector and volunteer groups into policy and government, we can see a more desirable form of city administration. Cities have found no way to govern and manage themselves except laying the groundwork for the development of democracy, all of which implies a new way of governing cities called good urban governance. This model is defined as a participatory development process in which all stakeholders, including the government, the private sector, and civil society, provide a way to solve the problems of the rapid urbanization process. This paper aimed to identify the influential and prominent factors in good governance of Urmiā . It is applied in terms of purpose and descriptive-analytical in terms of the research method. The nature of the data is qualitative and quantitative, and the method of data collection is the library research and field (interaction questionnaire). The research sample included 35 experts of urban planning, city managers, and researchers (22 managers and experts and 13 researchers) who were selected by the Delphi method and snowball. The prominent and influential factors have been analyzed in the Maxtor software environment, and the degree of competitiveness, convergence, and agreement among the main factors has been determined. Twelve prominent and influential factors in the good governance of Urmiā were examined. The results showed that direct and indirect effects among the factors represent the highest number of effects for a provincial factor with 187 effects. The highest level of competitiveness was related to the social networks, with a rate of 1. 83. Road development, housing, and an urban management organization with 12 events per goal have been identified.

Abstract: 

بر اساس یافته های پژوهش سالانه «آینده پژوهی ایران»، از میان 195 متغیر اصلی ایران در سال 1395 تعداد 13 مورد در حوزه محیط زیست قرار دارد. متغیرهای محیط زیستی با میانگین 70 درصد اهمیت، سومین گروه مسائل پراهمیت ایران در سال پیش رو هستند. در این مقاله با مبنا قرار دادن یافته های «آینده پژوهی ایران 1395»، بازیگران کلیدی تاثیرگذار بر مهم ترین متغیر زیست محیطی ایران یعنی «بحران منابع زیرزمینی آب» شناسایی شده است و با استفاده از روش مک تور تحلیل بازیگران مرتبط با این مساله صورت گرفته است. برای این کار 6 بازیگر کلیدی و 5 راهبرد اصلی در پاسخ به این مساله شناسایی شده است. همچنین قدرت نسبی بازیگران و نیز موافقت یا مخالفت آن ها با اهداف و اولویت هریک از اهداف از نظر آن ها شناسایی شده است. نتایج نشان می دهد که با در نظر گرفتن قدرت نسبی بازیگران، میان مجلس شورای اسلامی، بهره برداران کشاورزی و وزارت جهاد کشاورزی قوی ترین هم گرایی و میان مجلس شورای اسلامی و سازمان مدیریت و برنامه ریزی کشور قوی ترین میزان واگرایی بر سر اهداف اصلی وجود دارد.

Abstract: 

Principal growth and development of cities is facilitating the sustainability process. To accomplish this Policy-making and stakeholders are the most important component. For this purpose the present study with the aim of identifying and analyzing key factors Influencing in policy-making for environmental (physical) development of Urmia, Trying that by applying policies and changing the power of actors, direct the city development process in the right direction. The purpose of this study is practical and data collection has been descriptive-analytical. In this research the Holdern model has been used to investigate the physical development of the city of Urmia, and by using the MicMac software, effective indicators have been identified for the development of the city, and then key actors have been analyzed In the MACTOR software, and action has been taken to determine the degree of competitiveness, convergence and agreement between key actors. The results of the research based on Holdern model calculations showed that about %-25. 8 of the growth was in the city of Urmia between 1355 and 1395 due to the Spiral horizontal growth of the city and about 74. 2 percent of the rest of the city's development was due to city population growth this has led to an increase in population density and a decline in urban land use. 31 factors were used to analyze and evaluate the policy-making for environmental (physical) development of Urmia. Using MicMac software, eight key drivers in policy-making have been identified and 5 key players to advance these policies. Those have had urban managers and urban firms in the highest order of competitiveness, competence, influence. Eventually most of the actors agreed on the physical development bug on the likelihood of the city becoming a land exchange for housing and housing, and a focused policy.

Abstract: 

Introduction: One of the most significant and complex social transformations in the world over the past half-century has been urbanization, which has led to changes in the physical and economic structure of cities and has increasingly highlighted the importance of revitalizing dilapidated and inefficient urban fabrics. Urban regeneration utilizes the existing potentials in dilapidated areas and the extensive participation of public and private institutions with the least possible budget to restore social life and economic prosperity to the urban fabric. Material and Methods: This research is applied in terms of purpose and descriptive-analytical in terms of method. The method of data collection is based on library resources and questionnaires. The statistical population of this research includes experts and elites in the field of urban planning. To identify and formulate regeneration strategies for urban neighborhoods, the SWOT model was used. To rank the output strategies of the model, the QSPM model was used in the framework of internal and external position evaluation. After analyzing the information, a futures research questionnaire was prepared and after being answered by the experts, the MACTOR software was used to identify the key actors and their roles in relation to the mentioned strategies. Results and Discussion: The research findings showed six strategies in a defensive mode in order of priority. In the analysis of the behavior of key actors towards the mentioned strategies, the role of the municipality, including planning, institution building, financing and implementation, and quasi-governmental organizations with the most impact, of which the Astan Qods and the Oqaf have been the most key and influential actors in the various social, economic, cultural, political and spatial-physical fields. In the following, the level of insistence of the actors (their agreement) with the mentioned strategies in the field of neighborhood regeneration showed that the actors have the most insistence on strategies such as using the location of the neighborhood in terms of access and building prices to create new jobs and use of fallow and abandoned lands to respond to the neighborhood's shortages, especially green spaces. The least of which was the use of an educated, young, and specialized population of the neighborhood in planning and revitalizing the neighborhood and paying more attention to the permeability of the neighborhood through the organization of the street network. Also, according to the distance between the actors, which showed their level of convergence, it can be mentioned that the municipality, quasi-governmental organizations (Astan Qods, Oqaf, etc.) and the Urban Renewal and Development Organization have a significant convergence with each other. Conclusion: With the cooperation and close communication between municipalities as the main axis of executive actions in urban management and quasi-governmental organizations, including the Astan Qods and the Oqaf, it is possible to witness the acceleration of the regeneration of inefficient and dilapidated urban fabrics. In addition, the insistence of the actors on the location of the Sarab neighborhood in Mashhad city in terms of access and building prices to create new jobs emphasizes the importance of the economic aspect in the actions of the actors about regeneration measures to achieve their ultimate goals alongside the use of existing potentials. In this regard, the convergence of the municipality, quasi-governmental organizations (Astan Qods, Oqaf, etc.) and the Urban Renewal and Development Organization indicate a relative consensus and greater overlap between them regarding the envisaged future for the strategies mentioned.

Abstract: 

One of the key determinants for the success of urban development plans and programs lies in the coordination among organizations and actors involved in urban development. Centralization or the proliferation of managing organizations and institutions in a city can lead to confusion, resource wastage, and the failure to formulate and execute urban development plans. This article employs a descriptive-analytical method to scrutinize the role of activists in urban development projects, particularly in organizing and enhancing physical-spatial development in Region 3 of Zanjan. The data were collected through a combination of field and library studies, with a statistical population selected through the snowball sampling method, totaling 30 individuals. For data analysis, the study utilizes factor analysis tests, structural equation models, and multi-subject-multiplayer models with the assistance of SPSS, Smart PLS, and MACTOR software. The findings highlight that indicators such as "favorable urban development pattern" (coefficient: 0. 824), "Pollution" (coefficient: 0. 833), "Tourism Development" (coefficient: 0. 837), and "Strengthening security" (coefficient: 0. 829) exhibit the highest relationship and correlation with the preparation and implementation of urban development plans. Furthermore, activists have the most substantial impact on social structure (impact factor: 0. 801) and environmental structure (coefficient: 0. 592). Notably, the municipality establishes a direct relationship with the Department of Roads and Urban Development and consulting engineers in formulating and executing urban plans, while local institutions and citizens receive relatively less attention.

Abstract: 

The world is currently witnessing an economic transition from great western powers to the emerging markets. New crises, particularly Covid 19, have challenged the massive progress and hegemony of the West centered on the United States and the European Union. While at the beginning of the millennium, the movement of the European Union towards economic and political union was considered an irresistible and irreversible process that it was placed in a more complicated situation with the outbreak of Covid-19 and the aggravation of other existing crises. In this article, these questions have been raised that in the perspective of 2050, which countries are the most important actors of the global political economy? And secondly, what is the position of the European Union among other actors of the global political economy? In other words, the main goal of this study is to identify the most important competitors of the Union in the perspective of 2050 by measuring the weight of other actors in the global political economy and to determine the position of the Union among these actors using software analysis. The present study tries to answer the two mentioned questions by holding an expert panel, and the MACTOR structural analysis method (two methods of future research) and using the latest available sources. This study is well organized in such a way that first, a review was made on the theoretical framework of the paper, which is institutionalism, and then the most important actors of the future of the global political economy were examined. In the following, the analysis of the research data was done using MACTOR software (one of the conventional methods in the la prospective school) and finally, a summary was presented.
