Abstract:

The world is grappling with climatic, environmental, social, and civilizational crises. Conserving natural sources, ecosystems, and cultural legacy as a major cornerstone of sustainable development reinforces natural identity and cultural values and plays a key role in the management of nonrenewable resources. The conservation covers a wide range of elements such as mountains, forests, valleys, rivers, farms, historical monuments, archeological sites, places of common interest and contemporary heritage, industrial heritage, urban greenery areas, and cultural landscapes. These elements, as natural and cultural assets of societies, not only preserve their cultural-historical identity but also function as leverage in sustainability development and serve common interests.  The necessity of conservancy, restoration, and revival of places is well established. The major concern is why the principles of conservation and revival of historical places are confined to themselves and have not been generalized to modern developments. The shortened lifespan of new buildings, early expiration of new buildings, and excessive destruction of old and new buildings have inflicted a burden on the environment. The destruction of buildings means the loss of resources and saved energies, resumption of the cycle of resource extraction, and energy consumption, which results in more destruction. This means today’s world needs maintenance, conservation, and restoration of historical heritage and man-made and natural environments more than ever. It also highlights reconsidering current approaches in architecture, house construction, and urban planning. It is time to have a guideline for planning and making policies for sustainable development in different areas such as architecture, urban planning, environmental planning, land use planning, and housing based on the principles of conservation, restoration, and revitalization in global conventions and national and international charters. Such principles highlight the respect for the environment, natural settings, and cultural and social contexts in which they have been shaped. They also encourage the least intervention and maximum efficiency. However, the principles require reversibility and flexibility of plans and place importance on sustainability, integrity, and comprehensiveness. They also underscore originality, simplicity, readability, and the use of vernacular materials and techniques compatible with the environment, respecting the structures and lived experiences of the past for the use of the present and future generations. Additionally, they stress the continuity and management of changes and protect public interests. With the implementation of such principles, it is likely to strike a stable balance between the needs of the present and future generations, preventing the loss of resources and hoping for the preservation of cultural identity, environment, and sustainable development. It is expected the officials who are in charge of the protection of cultural and natural heritage consider this issue not just as a civil responsibility but as a strategic necessity and adopt suitable policies to protect cultural and natural heritage. To address this issue, several measures can be taken, for instance, establishing laws and regulations, allocating sufficient budgets for the restoration and maintenance of places and contemporary historical landscapes, considering assets with low efficiency and performance, raising the awareness of people, and encouraging them to participate in the protection of the heritage and natural as well as man-made environments.

Abstract:

Statement of the problem: The components of the historical core of Tehran used to be integrated and united in the past; that is to say despite the plurality of the constituents of Tehran, its original form was featured with unique identity and integrity.Dramatic and fast growth in Tehran city has caused acute problems whose roots are different socio-economic - political and cultural issues.Such problems have reinforced a negative image of the city. The coherent image of the city in the past included the mass of constructions, buildings, roads (open and covered paths) and open spaces (fields and squares). The disunity or disintegration among the urban components has been caused by two factors: a) Rapid development of the city without considering the rules of historical zones and b) the production of massive and irrational architecture. Currently, the concept of the city has undergone serious changes in terms of social relations and values. The problem is that the historical context of Tehran has seen such a drastic change despite the effort of urban organizations.Fifteen Khordad Avenue, between Cirus and Galobandak crossroads, is one of the most important historical axes in Tehran.Purpose: This axis used to link the government with people in the past and was a platform for social interactions in Tehran. It has been Takiyeh Dowlat that has already changed its historical identity. This research attempts to investigate how historical identity of Takiyeh Dowlat as the center of social interactions of Tehran city can be revived.Method: The research method in the available studies is analytical-descriptive. The present study is applied-developmental in nature. This historical area of the city was analyzed and to identify the factors promoting the relationship between the city and the citizen while maintaining the sustainability and historical authenticity of the urban open space..Conclusion: This research aims to compare the historical open space of Tekyieh Dowlat with the only painting which has been remained from this building. Based on the field and analytical analysis, the study concludes that by revitalizing values through Tekyieh Dowlat, the lost originality and historical identity of this urban area would certainly be reconstructed.

Abstract:

The historical urban quarters are the rich sources of physical and cultural heritage, though not only for their great historical buildings and places, but also as they are the history of all the communities who have been there during ages. In other words the physical and cultural heritage need to be revitalized because of "obsolescence" process during the ages and it is quiet natural. On the other hand the characteristics of the historical tissue must be updated to meet the contemporary human needs. Among the several methods of intervention in historical quarters, the "revitalization" approach, is important as it have concern the physical, economic and social dimensions. Beside of all of these revitalization based on maintaining natural capital for present and future generation which is known as "Sustainability". The main aim of this paper is to propose a model for integrating the two concept of sustainability and revitalization of historic urban quarters and to indicate an appropriate strategy for their revitalization. Based on this aim, this study use analytical-descriptive method according to documents and theoretical framework. The results of this research show that the intervention strategies need to consider priorities by identifying obsolescence and dynamics development factors and then classifying sustainability level. Based on this research there are five situations: First, the physical unsustainability and dynamics development. Second and third, the partly sustainability as the problems on physical and functional dimensions. Forth, unsustainable economic and social structure while the physical dimension has no fundamental problem. Fifth, when the quarter placed on unsustainable situation in all dimensions. This research try to proposed revitalization strategies according to each sustainability situation.

Abstract:

Following development and qualitative and quantitative changes in communities, that have made substantial changes in historic environments, the authenticity concept has attracted attention in order to strike a balance between conservation and development approaches. The concept of authenticity as the transmitter of values and significance of cultural heritage, is regarded as a key criterion in the process of conservation and thus, the need for clarification of its factors has been emphasized in the international documents. This paper aims to refine the prioritization of authenticity factors in the plans and measures of the revitalization project of Atique Square in Isfahan, Iran. To achieve this, firstly the conventions and the international documents related to authenticity are reviewed using qualitative research methods and content analysis strategy; consequently the effective factors in measuring authenticity have been selected in three main categories: ‘ historical-evidential values’ , ‘ artistic values and creativity’ , and ‘ socio-cultural values’ . After that, prioritizing these factors in the Atique Square revitalization, is analyzed by quantitative research method and correlation strategy. The findings indicate that the ‘ historicevidential values’ , ‘ socio-cultural values’ of the context and ‘ artistic values and creativity’ , in descending order, have the highest to the lowest contribution in explaining the concept of authenticity in the measures taken for the project of the Atique Square revitalization.
