Abstract: 

Multi-label classification aims at assigning more than one label to each instance. Many real-world multi-label classification tasks are high dimensional, leading to reduced performance of traditional classifiers. Feature selection is a common approach to tackle this issue by choosing prominent features. Multi-label feature selection is an NP-hard approach, and so far, some swarm intelligence-based strategies and have been proposed to find a near optimal solution within a reasonable time. In this paper, a hybrid intelligence algorithm based on the binary algorithm of particle swarm optimization and a novel local search strategy has been proposed to select a set of prominent features. To this aim, features are divided into two categories based on the extension rate and the relationship between the output and the local search strategy to increase the convergence speed. The first group features have more similarity to class and less similarity to other features, and the second is redundant and less relevant features. Accordingly, a local operator is added to the particle swarm optimization algorithm to reduce redundant features and keep relevant ones among each solution. The aim of this operator leads to enhance the convergence speed of the proposed algorithm compared to other algorithms presented in this field. Evaluation of the proposed solution and the proposed statistical test shows that the proposed approach improves different classification criteria of multi-label classification and outperforms other methods in most cases. Also in cases where achieving higher accuracy is more important than time, it is more appropriate to use this method.

Abstract: 

There is no integrated conceptual tool to measure the success and effectiveness of strategies. This research intends to provide a new and integrated conceptual framework for measuring strategy by conceptualizing the capacity of strategy and also explaining the levels and dimensions of it. strategy capacity is a group of inputs and outputs that if balanced can ensure its success. To carry out this research, 24 senior managers and information technology leaders were interviewed. strategy capacity dimensions and levels were defined through analyzing themes and data codes. To provide a reliable model derived from the interviews, a questionnaire was designed and distributed among 35 senior managers. Three capacities consisting of analytic, executive /operational, and political / communicative were conceptualized at three different levels i. e. personal, organizational and environmental. Analytic capacities generally deal with information and the ability of obtaining and utilizing them. Operational / executive capacities mostly focus on coordination for implementing strategies, and political / communicative capacities exist around how to support strategies. According to the interviewees�,remarks, some balanced number of the above capacities are vital for the success of strategies and any failure results from inharmonious distribution of those capacities.

Abstract: 

Given that the goals and actions of the US, directly and indirectly, affect Iran's interests, it is necessary to review the strategic documents and understand the perceptions of this actor. Therefore, the research question is, how is the content of the strategic documents of the US? The nature of this descriptive-analytical research is from type a qualitative case study and the method of qualitative content analysis has been used to investigate the subject. The statistical population of this project is the recent strategic documents of the US. To investigate this issue, an attempt has been made to extract basic concepts from the existing literature and strategic documents. The five main categories used in this study include "Strategic Perspective", "Interests and Objectives", "Threats", "Tools" and "Methods of Action", and the number of sub-categories 14 and sub-categories of level two 58 is the case. Findings from a review of US strategic documents show that this actor sees the world as highly competitive. The US focus is on "improving diplomatic capabilities and role-playing by emphasizing the sharing the burden of responsibility" and "improving military capability and military cooperation" in threats of "military-below-conventional threat and non-military-violent and non-violent threat" in tools to "military and diplomatic tools, " and in how to use the tools, is in the approach to "preparation and Induce" and in methods of action "unilateralism or false multilateralism".

Abstract: 

فناوری های نوین ارتباطات و اطلاعات، تغییرات چشمگیری را در نحوه همکاری «collaboration» میان شرکتها در طراحی، تولید و عرضه محصولات به بازار ایجاد نموده است. دیگر شرکتها با همراهی استراتژیهای سنتی همکاری، کمتر نتیجه مطلوب بدست می آورند و چرخه کوتاه عمر محصولات، عدم وفاداری مشتریان، هزینه های کمتر جایگزینی محصول و سایر تهدیدها ایجاب می نماید تا مدلهای همکاری جدیدی در قالب زنجیره های تامین با قابلیت شکل گیری سریع ایجاد شود. زنجیره تامین الکترونیکی یکی از راهکارهای موثر در این مورد بشمار میرود. بطورکلی یک زنجیره تامین الکترونیکی ترکیبی از اعضا موقت و بهم وابسته و پراکنده (ازنظر جغرافیایی) بوده و بگونه ای طراحی میشود که با استفاده از فناوری اطلاعات به نیازهای بازار جوابگو باشد و مزیت رقابتی مناسبی را برای اعضا خود ایجاد نماید. ایجاد زنجیره های تامین الکترونیکی نیاز فزاینده ای به همکاریهای فزاینده و انعطاف پذیر داشته، موجب تلفیق سازمانها و هسته های پراکنده گردیده و اتحاد موقت، موثر و کارا را به مدد شبکه های ارتباطی ایجاد می نماید. فقدان مدیریت موثر در کنترل و هدایت همکاری میان شرکای زنجیره های تامین الکترونیکی میتواند موجب شکست در کسب و کار شود. از اینرو تدوین و بکارگیری استراتژی های مناسب همکاری متناسب با ماهیت زنجیره تامین ضروری است.در این مقاله چند مدل از استراتژی های همکاری شرکتها در زنجیره تامین الکترونیکی معرفی و مورد بررسی قرار گرفته و در ادامه یک روش پیاده سازی پیشنهاد میگردد.

Abstract: 

Introduction To investigate the scientific nature of hazardology, despite the efforts that have been made, it is insignificant and this is a global challenge. Because there is little scientific-experimental research in this field. On the other hand, in many countries, the traditional view of this science is more than the academic view. The understanding of hazards has gradually increased through the patient research of many thinkers over the past years. It started with systematic scientific content since the formulation of the Yokohama strategy for a Safer World and is planned with a more comprehensive approach in the Sendai Framework for Risk Reduction for 2015-2030. Necessity: By developing and explaining the scientific nature of hazards, contemporary scientists of the cognitive sciences related to hazards turn the complexity of scientific research related to hazards into simple knowledge through the direct investigation of hazards events and laboratory practice and sometimes work and scenario formulation. Hazards strategy is explained on the same basis. It means simplifying hazards knowledge, easier understanding, beneficial education and strengthening of policies and measures to reduce hazards. And a partial credit to the way that the scientists of this field travel. The question "Does hazards science have a strategy and if so, what is it?" It is in this direction. Methods: The method used in this article is qualitative explanation and it has been analyzed by quantitative and qualitative evaluation of the methods and data related to the risks we have faced. Also, comparative and analytical reasoning and inductive inference based on observations and studies have been used, and taking into account the presuppositions effective on decision-making and decision-making and choosing the best accepted scientific approach, hazards strategies have been obtained. Result: The answer to this question is obtained from the investigation of hazards events, the scientific response to those events, and the scientific development of hazard science over time. Therefore, the purpose of this article, while introducing the strategy of hazard science knowledge, is to show the transcendental role of strategy to strengthen the intellectual foundation of hazard science and to provide an insight into the scientific nature and usefulness of this knowledge in contemporary times. This article was written using the qualitative explanation method and taking into account the assumptions affecting decision-making and choosing the best scientific approach. As a result, fourteen strategies for hazard management were explained. Innovation: The innovation of this article is inventing new and reliable concepts about hazards and recognizing a newer approach in facing it and paying attention to the design school of this science, which is expected to be informative strategies to strengthen the knowledge of hazards in the present and future and to national and international working groups. Help to reduce the effect of risks by using strategy.

Abstract: 

IT and Business strategy alignment is an essential issue for IT and business executives. This paper presents survey results of assessing IT and Business alignment level in an organization using modified version of Luftman’s strategic alignment maturity model. It outlines basic concepts of IT and business alignment and then describes modified version of luftman’s strategic alignment maturity model. Measurement of the importance degree of alignment factors in organization indicates that partnership factors, governance factors and communication factors are the most important factors in this organization.Assessing of alignment level in under survey organization indicates that it is placed in level 2 or "communication process" level. In this level, due to limited awareness of organization about different functional usage of IT, alignment is difficult to achieve. However, the potential opportunity is beginning to be recognized. Finally, some long term and short term solutions for improvement of IT and business alignment in organization is proposed.
