Abstract

Protecting human capital in urban management will preserve human or spiritual assets, and the resistance and sustainability of people to the threats will enhance the ability to stand, sustain and sustain people s ability to believe in their abilities and ultimately rely on self-reliance. The main question of research is to protect the urban population vs. enemy threats with the Passive defense approach? It is. The type of research is a useful application. The method of conducting this research from the mixed approach involves the two approaches based on the Delphi method, plus the study of documents and the library and the quantitative approach focusing on the descriptive-survey method. The statistical community consisted of scholars, experts, and members of the country, and members of the country.
