Abstract

Settlements car" or whatever the current "INFORMAL SETTLEMENT" is called, the problems facing today' s cities, especially at local levels are considered.Apart from the approaches and methods of dealing with predominantly INFORMAL SETTLEMENTs, considering the views and attitudes of local residents of the most influential component in the process of organizing and empowering the INFORMAL SETTLEMENTs is considered. The present study, the research literature and theory, descriptive and analytical methods and data collection tools: a library of studies and documents. The observation, in-depth interviews and questionnaires in the context of field studies at local level is required to review and navigate the environment. The result of the research show that INFORMAL SETTLEMENTs and lack of ownership of the problem with sewage in the streets of the important problems for the neighborhood is; Access was not possible to construct the sewage system and connect it with the sewage system makes it impossible.Waste problem is also related to the issue of lack of access. The lack of urban culture, poverty and corruption at the local level, lack of social cohesion and quality of life of components having other problems at the neighborhood level is
