Organizations are increasingly in search of ways to derive more business values from IT investments and the need for IT capabilities (ITC) is surging. ITC is critical significant to build enterprise agility and promote organizational performance. However, IT Capability is always treated as the causal factor already existing and there are few studies on how IT Capability is created and evaluated. Appropriate evaluation is necessary for an organization to measure, manage and improve enterprise ITC. This research aims to identify and map the dimensions of an organization's ITC. Using a mixed research method, this paper comprises two sections. The qualitative section adopts a systematic literature review (SLR) approach to identify the dimensions of ITC. The quantitative section employs factor analysis to validate identified ITC dimensions and their indicators in an attempt to develop a more precise model for ITC evaluation. The proposed ITC model includes IT management, IT human resources, IT infrastructure, and implementation of IT solutions dimensions as well as the 25 related indicators. Drawing on the results of this paper, organizations can engage in evaluation and improve/create essential ITCs based on the evaluation results.

Due to its highly changing nature and variety, competition nowadays requires capabilities that can provide competitive advantages for firms. The purpose of this research is to investigate the effect of dynamic capabilities and innovation capabilities on competitive advantage. Sensing, learning, integration, coordination and reconfigured capabilities are taken into account as the dynamic capabilities, and exploitation and exploration capabilities were taken into account as the innovation capabilities. As for competitive advantage, three dimensions including cost leadership, differentiation and focus strategy were taken into consideration. The sample consisted of 217 companies which manufactured heating and cooling systems in Tehran. They were selected by Sampling Available. The research is an applied study and, in terms of data collection, it is a descriptive and correlational study. To analyze the data, the structural equation model was used. PLS measurement, correlation test, mean comparison of one group and comparison of the mean of two independent groups were conducted too. The findings indicate that, to achieve a cost leadership strategy, all the dimensions of dynamic capabilities are of positive and significant effects. However, to reach the differentiation strategy, only the sensing Capability has a positive and significant effect, and both dimensions of innovation Capability have a positive and significant effect on the dimensions of competitive advantage.

As the number of published geospatial resources in the web is increasing permanently, providing users with proper tools for search and discovery of these resource is of great importance. Geoportals are a type of web portals that enable users to find geospatial resources. However, when users search for a specific resource in existing geoportals, a wide range of unrelated results might be retrieved. Such results are often confusing, so that user has to spend a lot of time to find the most appropriate resource. In addition, working based on user desires and preferences has been considered as a fundamental characteristic of modern web applications.In this article, the Capability of recommendation is added to the geoportal. The recommendation Capability enhances the ability of geoportals which is able to recommend the most appropriate geospatial resources to users by considering their desires and preferences. In order to accomplish this purpose, a new solution with recommender systems is proposed. Recommender systems using knowledge derived from the users’ previous interactions can lead users to access resources that they are interested in. Collaborative filtering is a common technique used in recommender systems that deal with this problem. This method uses user rating data to extract the similarity between users or resources for making recommendations. Moreover, mathematical functions are defined in order to improve the efficiency of the recommender geoportal process. The functions are designed according to the specifications of users and resources such as city, county and language, along with the distance between the user and resource.In addition, an operation of these functions is to obviate the cold-start problem in collaborative filtering. To evaluate the designed geoportal recommender, a recommender geoportal is implemented so that a user is able to profit the advantages and usage of its recommendations. The obtained results indicate that the efficiency of recommender geoportals is improved compared with common geoportals.

Most of poverty analysis is done in terms of income shortage. The poverty definition, poverty measurement, and other socio-economic policies related to this subject are followed by income-oriented view. However, poverty is influenced by many factors rather than only income. Since, we are ultimately concerned with the lives, we can lead (and income is only instrumentally important in helping us to lead adequate lives), we need to see poverty as the inability to meet some elementary and essential needs. If that view is taken, then seeing poverty as Capability deprivation makes considerable sense. There is likely to be wide agreement that poverty exists when a person lacks seizing the real opportunity of avoiding hunger or malnutrition or homelessness.In this paper, we intend to discuss the idea of seeing poverty as Capability deprevation and its differences with the income-base poverty.

Following P. Hall a soluble group whose Sylow subgroups are all abelian is called A-group. The purpose of this article is to give a new and shorter proof for a criterion on the Capability of A-groups of order p2q, where p and q are distinct primes. Subsequently we give a sufficient condition for n-Capability of groups having the property that their center and derived subgroups have trivial intersection, like the groups with trivial Frattini subgroup and A-groups. An interesting necessary and sufficient condition for Capability of the A-groups of square free order will be also given.

Several sampling distribution properties of the estimator for Cpk are presented under the assumption that the data are normal, independent and identically distributed. In this paper using these assumptions, the expectation, variance and skewness are calculated by statistical methods, since the sampling distribution is weakly skewed, it is concluded that a symmetric interval estimator for Cpk might be reasonable. Also a symmetric interval estimator has been developed.
